POLICY ISSUE�S�: Grant application BACKGROUND: The City of Paris has an opportunity to expand the Trail de Paris in parts of West Paris. The project is proposing to provide a transportation corridor between Heritage Park, the Justice Elementary Safe Routes to School project, Leon Williams Park, the Boys & Girls Club, Red River Valley Fairgrounds and T.G. Givens school. This project is part of the overall master plan for the Trail de Paris. The Texas Department of Transportation announced the call for nominations in September this year for communities to apply for federal highway funding assistance made available through the Transportation Enhancement Program. The project has an estimated cost of $533,259.72. It requires at least a 20% match. The City match portion is estimated at $106,651.94, this match would not be required until the 2013-2014 budget year. The City of Paris owns the majority of the Right-of-Way (ROW) for the proposed project. Number 105 2013-2014 Budget $106,651.94 + ROW/easement cost $ $ Revised 2/04/08 Draft RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS TO CERTIFY LOCAL FUNDING AND SUPPORT OF THE TRAIL DE PARIS PROJECT TO THE STATEWIDE TRANSPORTATION ENHANCEMENT PROGRAM FOR FUNDING COMPETITION IN THE TEXAS DEPARTMENT OF TRANSPORTATION 2012 PROGRAM CALL FOR PROJECTS; AUTHORIZING THE CITY MANAGER TO ACQUIRE TWO PARCELS OF LAND FOR THE PROJECT SHOULD THE CITY OF PARIS BE AWARDED THE GRANT; MAHING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT AND DECLARING AN EFFECTIVE DATE. WHEREAS, The Texas Department of Transportation issued a call for nominations in September 2012 for communities to apply for federal highway funding assistance made available through the Transportation Enhancement Program; and, WHEREAS, the Trail de Paris project will provide improved access and safety for bicyclist and pedestrians to join neighborhoods, schools, parks, fairgrounds and the local boys & girls club for a total distance of 2.0 miles in the City of Paris; and the City proposes to submit a nomination requesting federal funding for assistance in the amount of $533,259.72; and WHEREAS, the program requires a minimum 20% local funding match in the amount of $106,651.94 plus 100% of any overruns above the total project estimate of $533,259.72. The City of Paris supports this funding this project as shown in the nomination budget (including the 20% local match) and commits to the project's development, implementation, construction, maintenance, management and financing. The City is willing and able to enter into an agreement with TxDOT by resolution or ordinance should the project receive funding: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: SECTION 1. The City of Paris supports funding this project as shown in the nomination budget and commits to the project's development, implementation, construction, maintenance, management, and financing. The City is willing and able to enter into an agreement with TxDot by resolution or Ordinance; SECTION 2. That the City adopts Resolution approving the submission of the project nomination; and the support and funding of the project should it receive federal funds. 106 SECTION 3. That the City Manager is hereby authorized to act on behalf of the City in all matters relating to this funding nomination and to execute all necessary applications, assurances, certifications, and other documents, relative to the submission, later acceptance, and administration of such funds. SECTION 4. That it is hereby officially found and determined that this meeting at which this resolution is passed is open to the public as required by law, and that public notice of the time, place and purpose of said meeting was given as required. The regular meeting of the Paris City Council was called to order at 5:30 P.M. on October 22, 2012 in Paris, Texas by Richard Grossnickle, Mayor Pro-Tem.
