00-AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, November 26, 2012. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. a. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) b. Announcement regarding new rescue truck. c. Announcement regarding sale of tax delinquent property. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on November 12, 2012. 6. Receive reports and/or minutes from the following boards, commissions, and committees: a. Historic Preservation Commission (10-10-2012) b. PEDC (10-8-2012; 10-9-2012; and 10-29-2012) c. Planning and Zoning Commission (10-1-2012) 7. Receive October monthly financial report. 8. Receive October drainage ditch maintenance report. 9. Receive dilapidated structure report. 10. Discuss possible future amendments to the City of Paris Charter. Regular Agenda 11. Discuss and act on changing or cancelling December 24 meeting. 12. Discuss, public hearing, first reading and act on an Ordinance amending zoning from a Commercial District (C) to a Commercial District (C) with a Specific Use Permit (55) mini storage warehouse, on Part of Lot 5-A, City Block 307, located at 2685 North Main Street. 13. Discuss, second reading, and act on an Ordinance amending Section 26-1 Composition of Department, of Chapter 26 of the Code of Ordinances, renaming certain supervisory positions within the Police Department. 14. Discuss, first reading, and possibly act on an Ordinance amending Section 26-9 Senioriry Pay, of Chapter 26 of the Code of Ordinances, to realign seniority pay for supervisory positions in the Police Department to match the rank restructuring in Section 26-1. 15. Discuss and act on a Resolution directing the City Clerk to publish notice of intent to issue Combination Tax and Surplus Revenue Certificates of Obligation in the maximum amount of $2,900,000 for the purpose of funding costs of water system improvements. 16. Discuss and authorize execution of a contract for the demolition and disposal of dilapidated structures to Sanitation Solutions. 17. Receive report, discuss and possibly act on drainage problem on York Street. 18. Discuss plats, process and development delays. 19. Discuss and act on demolition of the old Animal Shelter and old Police Department building. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 21. Adjournment.
