(1) Consideration of and action on the following ordinances:
(a) Revising Section 31-65(b) of the Code of Ordinances of the
City of Paris and revising the Traffic Control Map to
provide for maximum, reasonable, and prudent rates of
speed on certain portions of FM Highway 137.

4. Personal Appearance(s).
A. Lisa McAllister, Executive Director of the Lamar County Chapter of the
American Red Cross, requesting the donation by the City of Paris of the
ambulance designated Medic 4.
(1) Consideration of and action on the following resolutions:
(a) Declaring as surplus property the ambulance designated
Medic 4 and finding a public need and necessity in
transferring said surplus property to the Lamar County
Chapter of the American Red Cross.

execution of a new purchase order for one (1) model year
2002 Ford F350 Type 1 Ambulance through the Houston-
Galveston Area Council of Governments, and providing for
funding in lieu of trade-in.

5. Consideration of and action on the following ordinances:
A. Creating a new article XII to Chapter 2 of the Code of Ordinances of the
City of Paris entitled "Payment of fees and other costs"; authorizing the
payment of fees, fines, court costs, and other charges to the City of
Paris by cash, checks, or credit cards, where appropriate; imposing a
5% convenience fee on payment by credit cards; authorizing the
collection of service charges; authorizing contracts for coliection and
seizure of outdated or unauthorized credit cards and the collection of
charges for the return of said cards; and providing for deposit of fees
so collected.
6. Consideration of and action on the following resolutions:
A. Declaring as surplus property a 1968 Mack Fire Engine Model CF611 F,
Serial 1063, and two old hydraulic rescue tools; approving the sale of
said fire engine to Texas A&M Fire Academy for consideration that the
academy allow ten (10) Paris recruits to attend basic training at one-half
(1/2) the regular price.

backhoe/loader for use in the Water and Sewer Divisions of the Public
Works Department.
C. Approving the plans and specifications and authorizing the
advertisement for bids for the construction of a new Animal Shelter.
D. Renaming Record Park after Leon Williams.
E. Appointing members to the Paris-Lamar County Board of Health.

Public Safety grant for funds pursuant to SB 1074 - video camera and
recording equipment.
H. Authorizing the advertisement for bids for Flexible Base Material (White
Rock) for use in the Street Division of the Public Works Department.
Authorizing the advertisement for bids for Portland Cement Concrete
for use in the various divisions of the Public Works Department.
J. Authorizing the advertisement for bids for CRS-2 Emulsion Asphalt for
use in the Street Division of the Public Works Department.
K. Authorizing the advertisement for bids for Flexible Base Materiai (Red
Rock) for use in the Street Division of the Public Works Department.
L. Authorizing the advertisement for bids for Hot Mix Cold Lald Asphalt,
Type "B" (Fine Base), Material for use in the Street Division of the

M. Authorizing the advertisementfor bids for SS-1 Emulsion Asphalt (Tack

Q. Accepting a grant on behalf of the City of Paris Police Department to
fund an Offender Tracking Task Officer for participation in the
Comprehensive Approaches to Sex Offender Management Program
pursuant to a grant from the U. S. Department of Justice to the Lamar
Counry Community Supervision Correction Department.
R. Affirming that the City of Paris has complied with the requirements of
the Public Funds Investment Act and amending the City's investment
policy.
S. Referring the abandonment of a portion of a forty (40) foot street known
as W. Price Street in City Block 41 between N. Main Street (U.S. Hwy
271) and 1st Street N.W. beginning at the west boundary line of N. Main
Street going west to the east boundary line of ist Street N.W. to the
Planning and Zoning Commission.
T. Declaring support for the efforts of the East Texas Gulf Highway
Association to complete expansion of the Green Carpet Memorial
Route.
U. Approving and authorizing the execution of a Lease with the Red River
Valiey Girl Scouts for a certain area on Lake Gibbons property.
V. Approving and authorizing a Letter of Agreement by and between the
City of Paris and the Texas Historical Commission to qualify the Ciry for
eligibility to participate in the Main Street Graduate City Program.
7. Provide direction to City staff regarding a request for tax abatement by S.I.
Management, Inc. and KG Properties, LLP.
