PROJECT: Consider a resolution authorizing waiver of the City's participation in a 7uvenile Accountability
Incentive Block Grant; designating Lamar County as the recipient for the City's share of said grant; authorizing
the City's participation in the County's program associated with said grant; and making other findings and
provisions.
BACKGROUND: The City has received a solicitation from the Office of the Governor, Criminal Justice
Division, regarding a 7uvenile Accountability Incentive Block Grant. In accordance with the provisions for
said grant, if entities do not participate directly in programs qualified for said funds, said governmental entities
may designate other entities to receive their portion of the funds and benefit from said funds by participating
in a larger program. Such is the case with the City's participation in a program sponsored by Lamar County.
As a consequence, the City is required to waive its entitlement to its own share of the grant funds, designate
Lamar County as the recipient for said funds, and then continue to participate with Lamar County in such
programs. The City has previously approved said waivers and participation.
DESCRIPTION: Consider approval of a resolution waiving the City's receipt of grant funds, authorizing
Lamar County to receive said funds, and authorizing the City's participation in the County's programs.
RECOMMENDED ACTION: Approval of a resolution and accompanying waiver.

COST: Grant funds for which the City is eligible are $16,960.00, which would require a ten percent (10%)
match of $1,696.00. As a consequence of this action, the grant funds will be offered to Lamar County for the
County to receive said funds and participate in the match.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING ON BEHALF OF THE CITY OF PARIS A
WAIVER OF ELIGIBILITY TO APPLY FOR A GRANT FROM THE
J[TVENII,E ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM;
DESIGNATING LAMAR COUNTY AS THE RECIPIENT OF THE CITY'S
SHARE OF SAID GRANT, WITH THE CITY OF PARIS PARTICIPATING
IN THE JUVENILE CRIME ENFORCEMENT COALITION CREATED BY
LAMAR COUNTY; APPROVING THE FORM OF THE AFORESAID
GRANT WAIVER OF APPLICATION; AUTHORIZING THE EXECUTION
OF SAID WAIVER; AUTHORIZING PARTICIPATION IN THE JUVENILE
CRIME ENFORCEMENT COALITION CREATED BY LAMAR COUNTY;
AUTHORIZING PARTICIPATION BY THE CHIEF OF POLICE; MAKING
OTHERFINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Office of the Governor, Criminal Justice Division, provides funding for the
7uvenile Accountability Incentive Block Grant Program; and,
WHEREAS, the City of Paris is eligible to apply for a direct grant of funds in the amount of
$16,960.00, requiring a 10% cash match in the amount of $1,696.00; and,
WHEREAS, the City of Paris has the option of waiving its eligibility to apply and to
designate a neighboring city or county as the recipient of the allocated amount; and,
WHEREAS, it is deemed appropriate that the City of Paris waive its eligibility to apply for
said grant and designate Lamar County as the recipient of the allocated amount, with the City of Paris
participating in the Juvenile Crime Enforcement Coalition created by Lamar County; and,
WHEREAS, the form of the 7uvenile Accountability Incentive Block Grant Waiver of
Application, attached hereto as Exhibit A, should, in all things, be approved, and the City Manager
should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the waiver of the City of Paris's eligibility to apply for a Juvenile
Accountability Incentive Block Grant and designating Lamar County as the recipient of the allocated
amount be, and the same is hereby, approved.
Section 3. That the form of the 7uvenile Accountability Incentive Block Grant Waiver of
Application, attached hereto as Exhibit A, be, and the same is hereby, approved.
Section 4. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, the 7uvenile Accountability Incentive Block Grant Waiver of
Application, under the terms and conditions and in the form shown in Exhibit A, attached hereto and
incorporated herein for all purposes.
Section 5. That the City of Paris's participation in the Juvenile Crime Enforcement Coalition
created by Lamar County be, and the same is hereby, approved.
Section 6. That the Chief of the Paris Police Department be, and he is hereby, appointed to
serve as the representative of the City of Paris on the Lamar County Juvenile Crime Enforcement
Coalition.
Section 7. That this resolution shall be effective from and after its date of passage.
