Move to approve a Resolution authorizing the submission of a request to continue participation in the
Texas Department of Housing and Community Affairs HOME Program Reservation System.
POLICY ISSUE�S�:
BACKGROUND:
The City is a participant in the Texas Department of Housing and Community Affairs HOME Program
Reservation System. The Reservation System is a pool of funding the agency reserves for all entities that
have an agreement to participate. This includes both the Owner Occupied assistance through
rehabilitation/reconstruction as well as Homebuyer assistance to persons interested in purchasing a
home. Funds are accessed based on eligible applications received until the funding is depleted.
Most recently, five dilapidated homes were demolished and reconstructed with another three homes
underway. There are many families within the City of Paris still in need and interested in the program.
The approval of the resolution will allow the city to continue participation in the Reservation System
and assist the eligible families in need.

RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AUTHORIZING THE SUBMISSION OF A REQUEST TO THE TEXAS DEPARTMENT
OF HOUSING AND COMMUNITY AFFAIRS FOR RECERTIFICATION AND
PARTICIPATION IN THE HOME PROGRAM RESERVATION SYSTEM;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL
NECESSARY DOCUMENTS; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris desires to continue development of a
viable urban community, which includes clean, safe and affordable housing providing suitable
living environments for all citizens including persons of low/moderate income; and,
WHEREAS, certain substandard housing conditions exist in the City of Paris which
represent a health and safety threat to the individuals and families residing in such structures; and,
WHEREAS, the City Council supports the City's application for recertification and
participation in the TDHCA HOME Program Reservation System and authorizes the City Manager
to execute any and all documents necessary to become a participant, and the same should be
approved;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That a submission for continued participation in the Home Program
Reservation System is hereby authorized to be filed on behalf of the City of Paris with the Texas
Department of Housing and Community affairs.
Section 3. That the submission will be for grant funds to carry out Homeowner
Rehabilitation Assistance for housing reconstruction and rehabilitation as well as Homebuyer
assistance to persons interested in purchasing a home.
Section 4. That the City contribute project match as required in accordance with State
HOME rule at 10 TAC Chapter 23 from its General Fund as a cash contribution, waived fees
and/or in-kind services for properties assisted through this program.
Section 5. That the City has unencumbered fund for cash reserves in the amount of
$80,000 to be utilized, if necessary, during the Home Program Reservation System agreement
term.
Section 6. That John Godwin, Paris City Manager, be and he is hereby authorized and
directed to execute, on behalf of the City of Paris, any and all documents necessary in connection
with this submission and the City's participation in the HOME Program.

Section 7. That the Director of Finance be, and he is hereby, authorized and directed to
distribute funds for purposes of the City's participation in the HOME Program.
Section 8. That this resolution shall be effective from and after its date of passage.
