Public Hearing to consider the petition of Joe Chamy for a change in zoning
from an Agricultural District (A) to a One-Family Dwelling District No. 3
(SF-3) on Tract I and to a Planned Development District (PD-b) Housing
Development on Tract 2, Lot 2, City Block 308, being the 500 Block of 19th
Street SW.
Consideration of and action on the petition of Joe Chamy for a change in

Public Hearing to consider the request to abandon the City's interest in and
designate as closed a portion of Price Street beginning at the west boundary
line of N. Main Street west approximately 216 feet to the east boundary line of
1st Street NW.

The Planning and Zoning Commission met Monday, December 3, 2001, 5:30
P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Curtis Fendley
3. Eddie Vincent
4. Cleveland Thomas
5. Marshall Kent
6. Louis Yates, Jr.
7. Bobby L. Myers
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
The minutes from the November 5, 2001, regular planning and zoning
meeting were approved with a motion by Curtis Fendley and seconded
by Bobby Myers. Motion carried by a vote of 7 ayes and 0 nays.
Public Hearing to consider the petition of Greg Caton for a change in
zoning from a Commercial District (C) to a Commercial District (C)
With Specific Use Permit (52) Signs and Billboards, Lot 2, City Block
318, being number 3005 NE Loop 286.
The public hearing was declared open.
Greg Caton spoke in favor of the petition stating that he wants to erect
a 10' X 30' billboard on the Texaco service station property.
There svas no opposition, the public hearing was declared closed.
Consideration of and action on the petition ofGreg Caton for a change

With Specific Use Permit (52) Signs and Billboards, Lot 2, City Block

Greg Caton, of Tyler, Texas, spoke in favor of the petition requesting
a billboard sign permit for the Texaco service station.
There was no opposition, the public hearing was declared closed.
Consideration of and action on the petition of Greg Caton for a change
in zoning from a Commercial District (C) to a Commercial District (C)
With Specific Use Permit (52) Signs and Billboards, Lot 5, City Block
307, being number 2805 N. Main.
Motion was made to approve by Louis Yates and seconded by Eddie
Vincent. Motion carried by a vote of 7 ayes and 0 nays.
Public Hearing to consider the petition ofRiekie Gheen for a change in
zoning from a Multiple-Family Dwelling District No. 1 (MF-1) to an
Office District (O), Lot 5, City Block 109, being number 717 E. Austin.
The public hearing was declared open.
There svas no one present to speak in favor of the petition.
Joe Collins, 737 E. Austin spoke in opposition to the petition stating that
he wasn't sure of what the zoning change would do to his property
svhich is located next door. Mr. Collins stated that he was interested in
purchasing the property but the Realtors were not very helpful.

There was no further opposition, the public bearing was deelarefl

Consideration of and action on the petition of Rickie Gheen for a
change in zoning from a Multiple-Family Dwelling District No. 1 (MF-1)
to an Office District (O), Lot 5, City Block 109, being number 717 E.
Austin.
Motion was made to deny the petition by curtis Fendley and seconded
by Louis Yates. Motion carried by a vote of 7 ayes and 0 nays.
Public Hearing to consider the petition ofKevin Powell for a change in
zoning from a Two-Family Dwelling District (2F) to a Two-Family
Dwelling District (2F) With Specific Use Permit (25) Day Care Center,
Lot 30, City Block 61, being number 533 6th Street NE.
The public hearing was declared open.
Kevin Powell, 533 6th Street NE, spoke in favor of the petition stating
that he is seeking the specific use permit for a Day Care Center to help
the neighborhood which is deteriorating. This center will be run by
Mrs. Powell who has 25 years day care experience.
There was no opposition, the public hearing was declared closed.
Consideration of and action on the petition of Kevin Powell for a
change in zoning from a Two-Family Dwelling District (2F) to a Two-
Family Dwelling District (2F) With Specific Use Permit (25) Day Care
Center, Lot 30, City Block 61, being number 533 6th Street NE.
Motion was made to approve by Louis Yates and seconded by Bobby
Myers. Motion carried by a vote of 7 ayes and 0 nays.
Consideration of and action on the recommendation of the Replat~ Lots
8, 9, and 10, Lot 1, Fitzhugh Addition, being numbers 1030, 1040, and
1050 Fitzhugh.

beginning at the west boundary line of 13th Street NW going West to the
east boundary line of 14th Street NW located between Bonham Street
(U.S. Hwy 82) and Maple Avenue in City Block 189.
The public hearing was declared open.
There was no opposition, the public hearing was declared closed.

Motion was made to approve by Bill Coleman and seconded by Louis
Yates, Jr. subject to the City Engineer's Memo, dated, December 21,
2001. Motion carried by a vote of 6 ayes and 0 nays.

SINGLE FANULY THREE (SF-3) ON THIS PROPERTY LOCATED FROM 13TM.
S.W. TO 19TM. S.W. ON WEST WASHINGTON STREET. MR. CHAMY HAS A
CONTRACT TO BUY THIS PROPERTY FROM J.R. LANE PENDING THE
ZONING CHANGE AND HIS OBTAINING A GRANT TO BUILD HIS PROJECT.
MR. CHAMY WANTS TO SPLIT THIS PROPERTY INTO TWO TRACTS WITH
THE 9 ACRES OFF OF 13TM. S.W. BEING PLANNED DEVELOPMENT AND
THE 11 ACRES OFF OF 19TM. S.W. BEING S1NGLE FAMILY. MR. CHAMY HAS
NO INTENTIONS OF DEVELOPING THE 11 ACRES AND WILL TRY TO SELL
THIS TRACT LATTER. MR. CHAMY TRIED TO REZONE THIS PROPERTY
LAST FEBRUARY AND WAS TURNED DOWN BY P&Z, HE WITHDREW HIS
PETITION BEFORE IT WENT TO CITY COUNCIL. MR. CHAMY IS TRYING
TO GET A GRANT TO BUILD THIS PROJECT AND NEEDS THE ZONING TO
OBTAIN IT. THE ONLY PROBLEM I SEE HERE IS THAT MR. CHAMY IS NOT
GUARANTEED THE GRANT AND IF ZONING IS CHANGED WE MAY BE
STUCK WITH SOMETHING THAT THE CITIZENS IN THE AREA DON'T
WANT.
TRACY CLAY IS REQUESTING SINGLE FAMILY THREE (SF-3) ZONING
WITH SPECIFIC USE PERMIT (39) MOBILE HOMES ON THIS LOT
LOCATED IN THE 300 BLOCK OF BROWN STREET. MRS. CLAY IS THE
AGENT FOR THE OWNER WHO WANTS TO PLACE A DOUBLE WIDE
MOBILE HOME THERE. ON MY SURVEY OF THE AREA I DID NOT SEE
ANY OTHER MOBILE HOMES CLOSE TO THIS LOCATION.
3. THE COUNTY IS REQUESTING THE CITY TO CLOSE EAST PRICE STREET
ON THE NORTH SIDE OF THE COURTHOUSE. THE CITY
ENG1NEER HAS INSPECTED THE SITE AND THINKS WE SHOULD
RETAIN A UTILITY EASEMENT THERE FOR THE WATER AND
SEWER iN THE AREA.
