PROJECT: To authorize the City Manager and the City Engineer to solicit proposals and negotiate
a contract in conformance with State law for a production study of the Water Treatment Plant.
BACKGROUND: The City of Paris is currently engaged in negotiations with wholesale water
customers, including the Lamar County Water Supply District, to result in an amended or new water
supply contract to the benefit of both parties. Incident to such negotiations, it is necessary to identify
the current water treatment capacity of the City of Paris before such capacity is contracted by the
City. As a consequence, a professional study of the Water Treatment Plant capacity of the City of
Paris needs to be performed.
DESCRIPTION: Authorize the City Manager and the City Engineer to solicit proposals and
negotiate in conformance with State law a contract for the performance of a study of the Water
Treatment Plant of the City of Paris, with said contract to be approved by City Council.
COST: The cost will be as negotiated with the most qualified proposer. The contract will be paid
with funds taken from Water Production Account No. 10-0318-82-00, Consultants.
RECOMMENDED ACTION: Consider approval of the resolution authorizing the solicitation of
proposals and the negotiation of a contract in conformance with State law.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE CITY MANAGER AND THE CITY
ENGINEER TO SOLICIT PROPOSALS AND NEGOTIATE A CONTRACT
IN ACCORDANCE WITH STATE LAW FOR A PRODUCTION STUDY OF
THE WATER TREATMENT PLANT OF THE CITY OF PARIS; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris is currently engaged in negotiations with wholesale water
customers, including Lamar County Water Supply District, preliminary to amending or entering into
new water supply agreements with said entity; and,
WHEREAS, in order to quantify and identify the water production capabilities of the City,
the City needs to conduct a study of the production capabilities of the City's Water Treatment Plant
as a prerequisite to contracting for the sale of said water; and,
WHEREAS, the City Engineer and the City Manager have requested the City Council to
authorize the solicitation of requests for proposals for a production study of the Water Treatment
Plant of the City of Paris; and,
WHEREAS, the City Council of the City of Paris finds and determines that the performance
of a production study of the Water Treatment Plant would be in the best interests of the citizens of
the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the City Manager and the City Engineer are hereby authorized to solicit
proposals for the performance of a production study of the Water Treatment Plant at the City of
Paris, Paris, Texas.
Section 3. That, upon receipt of said proposals, the City will comply with State law regarding
pursuit of the negotiation of a contract for said services.
Section 4. That, following negotiation of said contract, the City Manager and the City
Engineer will present a contract to the City Council for approval to perform the aforesaid study.
Section 5. That funds for said study shall be taken from Water Production Account No. 10-
0318-82-00, Consultants.
Section 6. That this resolution shall be effective from and after its date of passage.
