With these r, changes in the marketplace, we believe your company wiil want and need more individual attention. 1 First Choice Power stands ready to provide it. ^ ~ Your account manager will provide complete assistance on your behalf. This manager wiil keep your you informed of all relevant energy updates and is empowered to resolve any issues. ~ In addition to day-to-day management of your account, your account manager will conduct a e~ comprehensive quarterly review of your account to make certain that your energy needs are being met. ~ This analysis will include a review of your contract, electricity bills, and energy consumption data. ~ Please see the list of CAPP account managers in the back of this section. I~ Reliable electricity is also an integral part of your overall energy needs. As outlined in legislation that provides customer choice in Texas (Senate Bill 7), transmission and distribution (T&D) companies are responsible for the delivery of power to industrial, commercial and residential customers. The T&D ' companies should be notified in the event of electricity service interruptions, but you may contact First Choice Power as well. The emergency phone numbers of both First Choice Power and the T&D ~ companies are printed at the bottom of each monthly statement. You will also find contact information in the last section of this booklet called YOUR REQUESTS. You may contact your account manager at anytime (day or night, 24-hours a day, seven days a week) ~ in the event of a service outage. Your account manager will be available to serve as a liaison with the I local wires business on behalf of your CAPP account(s) to resolve issues and ensure continuous, high ~ quality service. I_,y To further meet your needs for reliable power supply, TNP Enterprises, First Choice Power's parent J company and Constellation Power Source (CPS) entered a long-term strategic alliance in May 2001 I~ that encompasses all aspects of power supply. Constellation is strongly positioned to maximize I opportunities in power supply and help minimize costs and risks for you. ~ 3 Confidential and Proprietary ~ 1 1 ~ CPS is an affiliate of the Constellation Energy Group, an integrated energy company that includes Constellation Power Source, Baltimore Gas and Electric, and Constellation Nuclear. Formed in a strategic ailiance with Goldman, Sachs & Company in 1997, CPS is a national merchant energy company that meets the energy requirements of wholesale customers such as electric cooperatives, power marketers, municipals and utilities. Constellation Power Source controls nearly 9,000 MW of electricity, and is building 1,600 MW of capacity in ERCOT. The company is developing the Rio Nogales facility, an 800 MW natural gas-fired power plant in Seguin, Texas. Rio is under construction and is scheduled to begin commercial operation in June 2002. Constellation also has a contract for power with the Lamar Power Partners' facility in Paris, Texas. The company has other contracts for resources, but they are confidential. In three years, CPS has moved from startup energy marketing and trading company to a national merchant energy business. In January 2000, CPS was named the "Best Power Marketer" by Energy Industry Outlook 2000. To meet the needs of customers that prefer or are required to use green energy, we offer Energy Ranch, our 100 percent wind generated electricity product. This earth-friendly electricity is generated for First Choice Power in west Texas by Cielo Wind (www.cielowind.com). As a First Choice Power customer you wiii have access to your energy information online. If you need to check on any aspect of this information iYs available to you round-the-clock. Your compiete energy information will be accessible at a secured website at no additional cost to you. Flexible and convenient billing and payment options are also provided, complete with a detailed breakdown of all costs associated with the procurement and delivery of energy. You may have other specific energy needs as your relationship with us evolves. We encourage you to make your account manager aware of any changes or enhancements that we can make in our service to meet your changing needs. We have a Free Energy Rewards program that may be of interest to you and your employees/customers. Your employees will be able to use this card at thousands of restaurants and retail stores across Texas to receive a discount of up to 20 percent on their purchases. FCP expects the SMILE card to be an impoRant part of its FREE ENERGY j REWARDS program. I~. As a new customer, you may find the following ERCOT Account Switch Process helpful. It will give you ~ and your employees (if you decide to participate in the Free Energy Rewards program above) some guidelines regarding what to expect after an enroliment is received and forwarded to ERCOT for ~ switching. I r~ I ~ I r~ I ' ~ , ~ ~ 6 ~ - Confidential and Proprietary , _ ERCOT Account Switch Process • Customer signs with Retailer. • Retailer submits switch to ERCOT--Data required is valid ES ID number and zip code. • ERCOT matches up the customer information with registered data in the statewide database. (data must match the registered data, by individual account) • ERCOT returns a confirmation or rejection to the Retailer ( 3 business days) • Once a valid switch is accepted, ERCOT generates a mailing to the customer that allows 7 days to reject the switch. (Note: this period was waived for CAPP accounts to expedite the process. Residential switches cannot waive this period.) • After the 7-day recession period, ERCOT provides customer specific account data and historic meter read information to the Retailer. • The next meter read on a normal cycle will become the initial meter read for the new Provider and the effective switch date for the customer. Documented problems • Incorrect account registration in the master data base • Acceptance of switches by ERCOT during the first week of January, NFI problems • Transfer of data problems between the retailer and ERCOT • Transfer of data between the TDSP and ERCOT is incomplete or delayed • Switch requests to ERCOT overloading their ability to process the total numbers from all retailers. Switches end up in a queue and delays are the result. Summarv A total processing time frame of 10-12 business days is required for a switch to process when everything goes properly. The experience of First Choice to date indicates a success rate of 70-80% which we expect continual improvement from ERCOT. Data corrections are required and re-submittals of switch requests necessary to validate requests with initial errors or problems. Improper handling of initial and subsequent meter reads by the TDSP and ERCOT resuited in account biliing delays during the pilot program. ERCOT claims improvement with this process. For accounts with early January read cycle dates, switch requests may not have processed in time. These accounts will switch during the early February cycle. Missing or mismatched data from the initial account lists will create the need to reprocess some accounts through the system. This is the electric service identification number that is used by ERCOT (Electric Reliability Council of Texas) to reference your account. ~ 5. When I receive the ESI number for a new account, what do I do with it? I You will use this number when reporting outages, setting up new accounts or when making any inquiries about your account/service. 6. There are some accounts left on my TXU bill. How do I get those transferred to FCP? 1 Please call our toll-free number at 866-469-2464 to notify us. First Choice Power will submit the switch request for you. 7. Who maintains existing streetlights? Your local transmission and distribution service provider (TXU, WTU or TNMP) wili maintain your streetlights. ~ 8. If I need a new streetlight, whom do I contact? You will contact your local transmission and distribution service provider (TXU, WTU orTNMP). 1 9. Will I receive any street lighting bills from TXU, WTU or TNMP? J No. ~ 10. Are city accounts exempt from sales tax? ~ Yes. ~ 11. Will there be just one charge on our bill? ~ No. The bill will contain TDSP and energy charges along with a CAPP fee. It will also include a ~ comparison with price to beat savings. ~ 12. When will I receive my first bill? You should receive your first bill in February, but please be patient. ERCOT may continue to have some switching delays and delays processing meter readings. 13. Who do I call for a new service meter? L You will need to call your local transmission and distribution service provider (TXU, WTU orTNMP) J 14. Who do I call for a disconnect (remove/pull meter)? If you experience a delay of more than five days, please contact First Choice Power. We will try to expedite your request with the your local transmission and distribution service provider. 16. I've been on hold for over an hour with TXU, WTU or TNMP. What is the problem? If you experience unreasonable delays, please let us know. We will contact your local TDSP to try to expedite your request. Please note, many parties are making inquiries and everyone is experiencing high call volumes. 17. Can we access our account information online? All CAPP cities will be able to access their account information at www.firstchoiceoower.com . Click on 2/Easy Switch at the top of our home page and it will take you to the account view area. This is a secure area and you will be prompted to fiil in key information to view your account profile. 18. Does First Choice Power offer any energy programs? Yes. Johnson Controls is a valued First Choice Power partner. They offer numerous facility system services including HVAC, electrical, plumbing and other related services. A meeting is planned for February 2002. 19. Who do I call to report an outage? You will need to call your local TDSP (TXU, WTU or TNMP) to notify them of the outage. If for any reason you experience difficult or delays in reaching them, please let First Choice Power know and we will contact your TDSP directiy on your behalf. Be sure to remember to have your ESI number ready to give them. This will speed up the process and help identify your account. 20. Will electronic drefting be available? If yes, what kind of format will FCP be using? Will there be one draft for all accounts once a month? Yes, your designated bank account wiil be drafted once a month for all of your electric service accounts. You can also pay on our website, however online payment will not be automatic each month, on-line payment is currently a month-month process. 21. Who do I contact regarding frenchise fees? Piease contact your TDSP (TXU, WTU or TNMP) directly about franchise fees. 21. Who do I call if I need to request interval meter data readings or other special meter data requests?
