The Cityof Paris will receive sealed bids at the Office of the CityManager, City of Paris,135 1" SE,
Post Office Box 9037, Paris, Texas 75461-9037 forthe fumishing and deliveryofPortland Cement
Concrete for use in the various divisions of the Public Works Department.
Bids will be received until 3:00 P.M. on Tuesday, February 5, 2002, at which tima all bids will
be publicly opened at the Ciry of Paris City Hall Building, 135 1" SE, Paris, Texas, read aloud,
tabulated and referred to the City Council for consideration. A11 bids must be submitted on City
of Paris bid form(s).
Information, specifications and bid forms may be obtained at the Office of the City Manager, City
Hall, 135 1" SE, Paris, Texas 75460.
Those submitting bids aze notified of city exemption from otherwise applicable sales and excise taxes.
The City of Paris reserves the right to rej ect any and all bids, to waive any informality in bidding, and
to award bids as may be advantageous to the City. Time may be a consideration in awazding of this
bid.

BID SPECIFICATIONS
Portland Cement Concrete
Requirements:
It is estimated that 2,000 total cubic yazds of Portland Cement Concrete will be required in the
operarion of the various divisions of Public Works during the period of February 1, 2002 through
February 1, 2003.
Exact quantities cannot be determined, but estimates aze given as shown above. Quantiries may be
increased or decreased to meet the requirement of the operations of the Public Works Department
during the period shown above. A minimum is not guazanteed.
Specifications:
Portland Cement Concrete must conform to Item 421, 1993 edition of "The State Department of
Highways and Public Transportation Specifications" or later edition.
All materials must be from an approved SDHPT material source. Bidder must provide documentation
that material has been tested and meets SDHPT specifications.
Material will be sampled randomly during delivery and testing by the City ofParis. Failureofmaterial
to meet SDHPT specifications will be reason for termination ofpurchase order and/or removal from
bid list.
The Portland Cement Concrete Plant and related equipment shall be of an approved type and size that
will provide uniform distribution ofmaterial throughout the mass, and shall be capable ofproducing
concrete mix meeting the requirements of these specifications.
Deliverv•
Delivery to be made to the project sites within and neaz the City of Paris, Texas.
Deliveries are to be made in continuous-type mixing trucks from 0 to 8 cubic yazds as needed for
various Public Works construction projects. The exact cubic yards needed will be requested when
orders aze placed.
Routine deliveries will be made during the hours of 8:00 A.M. to 5:00 P.M., Monday through Friday;
special deliveries willbe scheduledin advancebythe Public Works Department inorder to meetwork
requirements.
Basis of Award•
It is the intention of the City of Paris to award this purchase order on the basis ofthe lowest delivered
price that meets the specifications and special work requirements stipulated by the Public Works
Department; however, the City of Paris reserves the right to reject any and all bids, to waive any
informality in bidding, and to awazd the bid as may be advantageous to the City of Paris.
Price/Ray_me°t:
Price is to be delivered price, exclusive of any applicable taxes. Bidder is herebynotified that the City
is exempt from state and local sales taxes. The City of Paris tax exemption number is 1-756000635.
A tax exempt certificate will be fumished upon request.
Payment will be made within thirty (30) days after receipt and acceptance of the materials.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AWARDING THE BID FOR THE PURCHASE OF
PORTLAND CEMENT CONCRETE FOR USE IN THE VARIOUS
DIVISIONS OF THE PUBLIC WORKS DEPARTMENT; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 14th day of January,
2002, in Resolution No. 2002-012, authorize the advertisement for bids for the purchase of Portland
Cement Concrete for use in the various divisions of the Public Works Department; and,
WHEREAS, the best bid for such material was made by Coston & Son, Inc., and it should
be awarded the bid for the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the bid of Coston & Son, Inc. for the furnishing and delivery of Portland
Cement Concrete for use in the various divisions of the Public Works Department, in the amount
of $66.00 per cubic yard for Class "A" and $69.50 per cubic yard for Class "C," is hereby accepted
and let conditioned upon said vendor meeting all of the terms and specifications included in the bid
documents, attached hereto as Exhibit A.
Section 3. That this resolution shall be effective from and after its date of passage.
