RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE PROPOSAL OF HAYTER
ENGINEERING FOR ENGINEERING SERVICES FOR PRELIMINARY
WORK FOR THE REALIGNMENT OF STILLHOUSE ROAD AND
AUTHORIZING AN ENGINEERING SERVICES CONTRACT; MAHING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris is in need of engineering services for preliminary wark far the
realignment of Stillhouse Road; and,
WHEREAS, Hayter Engineering has made a proposal to perform such services, and the City
Council finds and determines that said proposal is acceptable and Hayter Engineering should be
awarded an engineering services contract for the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the proposal of Hayter Engineering, attached hereto as Exhibit A, be, and the
same is hereby, accepted.
Section 3. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, an engineering services contract with Hayter Engineering, under the
terms and conditions and in a form approved by the City Attorney, for preliminary work for the
realignment of Stillhouse Road.
Section 4. That this resolution shall be effective from and after its date of passage.

This letter is to follow up on your request for a proposal for alignment shidies on Stilihouse Road
benveen Clement Road and Loop 286. We appreciate your con£dence in the qualifications of our
firm in selecting us for negotiations on this project. We look fonvard to working with you for a
successfulconclusion.
As previously discussed, we have contacted Dallas Aerial Surveys and requested aerial photo
coverage of the project area, which will be suitable for enlargement to 1" = 20' scale together with 1
foot contours. They anticipate that this work can be completed in less than 30 days.
Our recommended approach would be as follows:
1. Obtain good quality recent aerial photography of the project area.
2. Using the City's tax maps, Appraisal District information or similar, overlay the approximate
property boundaries onto the aerial photograph.
3. Determine classification of street designed from the City's master thoroughfare plan.
4. Review the City's drainage master plan and FEMA floodplain information to make a
preliminary determination as to size of drainage structure required.
5. Using design criteria from the City's subdivision ordinance, and other sources as appropriate,
provide three to five altemative alignments.
6. Prepare a general discussion of the advantage and disadvantages of each proposed alignment.
7. Develop preliminary cost projections for each alignment.
8. Develop an estimate ofnumber ofparcels that would need to be acquired for construction of
each alignment.
9. Coordination meetings with City staff as required to complete the proj ect, and two meetings
with the City Council or other commissions as requested.
Our fee for the above services would be $8,500 which includes the aerial photography, and we would
estimate about 60 days would be required from the time the aerial photography is received.
