A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND AUTHORIZING A SUPPLEMENTAL GRANT APPLICATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION FOR ADDITIONAL FUNDING FROM THE REGIONAL CONTROLLED SUBSTANCE APPREHENSION PROGRAM GRANT FOR THE PURCHASE OF EQUIPMENT TO BE USED IN THE TEXAS NARCOTIC CONTROL PROGRAM; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS RELATED TO SAID SUPPLEMENTAL GRANT; APPROVING AND AUTHORIZING A SUPPLEMENTAL GRANT APPLICATION COVER SHEET; MAHING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the l lth day of December, 2000, in Resolution No. 2000-165, authorize an application to be made to the Office of the Governor, Criminal Justice Division, for the Texas Narcotics Control Program (TNCP) grant and, WHEREAS, the Office of the Governor, Criminal Justice Division, issued its grant award entitled "Regional Controlled Substance Apprehension Program" grant, No. DB-01-A10-13854-03 for the period beginning June 1, 2001, and ending May 31, 2002, in the total amount of $388,471.00, requiring a matching contribution of $129,490.00 in the form of cash; and, WHEREAS, the City Council of the City of Paris deemed it in the best interests of the citizens of Paris that the City of Paris accept said grant award and continue to suppress drug activity in and around the city of Paris, and thereby adopted Resolution No. 2001-133 on August 20, 2001, accepting the aforesaid Regional Controlled Substance Apprehension Grant and, WHEREAS, since the aforesaid approval, the City of Paris has been advised that, in order to comply with the Racial Profiling Law which became effective January 1, 2002, certain equipment purchases are required in order that the Texas Narcotics Control Program be in compliance with said law along with other equipment necessary for drug interdiction activities as such equipment is described in Exhibit A, attached hereto, and a Supplemental Grant Application should be made for a Regional Controlled Substance Apprehension Program Supplemental Grant and, WHEREAS, the City Council of the City of Paris deems it to be in the best interests of the citizens ofParis to approve the Supplemental Grant Application in the total amount of $8,483.00, with the State paying $6,361.00 and the local cash match being $2,122.00 for said equipment NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section2. Thatthe Supplemental Grant Application for the Texas Narcotics Control Program Grantentitled "Regional Controlled Substance ApprehensionProgram" grant, No. DB-0 1-A10-13854- 03, for the period beginning June 1, 2001, and ending May 31, 2002, in the total amount of $8,351.00, requiring a matching contribution of $2,122.00 in the form of cash, be, and the same is hereby, approved. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary to implement the aforesaid Supplemental Grant Application, under the terms and conditions and in the form shown in Exhibit A, attached hereto and for all purposes incorporated herein, and the same is hereby in all things approved. The systems will be installed in such a way that the two task-force-owned vehicles could be converted from an unmarked unit to a marked unit in a matter of minutes. Total cost: $ 3,850 2. Four Pair SHO-ME Deck Lights NSTIFICATION: The four pair of SHO-ME deck lights will be installed on the two task force vehicles, which can be changed from unmarked to marked to protide a lighting system to stop vehicles. Total cost: $ 280 One Pair Whelen Grill Lights with a 90 W Six Outlet Power Supply JLJSTIFICATION: The 90 six-watt outlet power supply will be used in conjunction with one pair of Whelen grill lights. Total cost: $ 364 4. Color Pinhole Camera NSTIFICATION: The pinhole camera, iubber dipped, with microphone and connector will be used with a Sony GVA 500 (task-force-owned) to video the activity of the undercover investigators and confidential informants during buys or surveillance. Total cost: $ 795 5. Two Channel Repeater NSTIFICATION: The two-channel repeater will be used to monitor the audio of all body wires and pagers when the undercover investigator, or confidential informant, is working buys or surveillance.
