SUBJECT: LAKE CROOK DEVELOPMENT

BACKGROi1ND: One of the projects we have discussed a couple of times in the past, and
which is included as an objective and work task in the draft strategic plan, is planning for
development of the city's property on and around Lake Crook. In addition to the city's water
treatment plant on the lake, and an underused city park facility, much of the land there is
currently leased to Archers for Christ, a local organization that promotes bow hunting from
October through January.
STATUS OF ISSUE: Mayor Hashmi wishes to make a presentation to the council on a possible
major development on the lake, including a means to get the lake dredged, thereby making it
much more suitable for many boating uses. Alan Efrussy and I will be working to draft a
development plan, which at this point would likely include a planned development (PD) zoning
district that would allow and promote appropriate mixed uses, including various residential
types, municipal facilities, trails, some retail and restaurant, and probably professional office.
Once a plan is prepared and adopted through zoning, we can market the area to potential
residential and mixed use developers.
BUDGET: NA.
RECOMMENDATION: Discuss project and provide direction as necessary.
