POSTED CiTY HALL ANNEX BULLETIN BOARD March 1, 2002 AT O'CLOCK BY: Mattie Cunningham, City Clerk WITNESS: MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION FEBRUARY 4, 2002 The Planning and Zoning Commission met Monday, February 4, 2002, 5:30 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas with the following members present: 1. Reeves Hayter 2. Eddie Vincent 3. Barbara Forrest 4. Bobby Myers 5. Marshall Kent Steve Methven, the building official was also present. The meeting was called to order by Reeves Hayter. The minutes from the December 3, 2001, and January 7, 2002, regular planning and zoning meetings were approved with a motion by Marshall Kent and seconded by Bobby L. Myers. Motion carried by a vote of 5 ayes and 0 nays. Public Hearing to consider the petition of Joe Chamy for a change in zoning from an Agricultural District (A) to a One-Family Dwelling District No. 3 (SF-3) on Tract 1 and to a Planned Development District (PD-b) Housing Development on Tract 2, Lot 2, City Block 308, being the 500 Block of 19th Street SW. The public hearing was declared open. Joe Chamy spoke in favor of the petition stating that he will purchase the 20 acres pending the zoning change. Mr. Chamy said the 9 acres zoned Planned Development would be used for a Senior Living Complex. A site plan was presented showing the project of 19 four plex units for a total of 76 units. The project would have a swimming pool, library, and health facility. The 68 single story one-bedroom units will be energy efficient, and have 750 square feet. The 8 two-bedroom Planning and Zoning Meeting February 5, 2002 Page 2 single story units would have a total of 928 square feet. The single story structures will be brick veneer. Mr. Chamy said that most of the residents of the complex would be single women over 55 years of age. The site will be landscaped and fenced, a gated community. Mr. Chamy presented pictures of similar projects in other cities that he had constructed. He had letters of recommendations from Mayors in those cities. Benny Plata, 850 19th SW, spoke in favor of the petition stating that he thought the project would be good for West Paris. Debra Thompson, 520 13th SW, opposed the petition, she wanted to know if the property was zoned, could it be used for something else. Chairman Hayter stated that once the property is zoned Planned Development, a site plan must be approved before anything could be built. Ms. Thompson said she was opposed to this zoning because of the meanness that usually follows Multi-Family apartments. Carl Puckett, 520 19th SW, opposed the Multi-Family zoning because of not having any say over anything that might happen to the land. Mr. Methven told Mr. Puckett that if the land was rezoned, a site plan would have to be approved which would be a public hearing. Ms. Jack Thompson, 524 13th SW, opposed the zoning change stating that people in projects walk around in the surrounding neighborhoods, knocking on doors. Shirley Bridgers, 2015 Old Bonham Road, opposed the petition fearing that Mr. Chamy will not get the grant and the neighborhood might end up with something else. Public Hearing to consider the petition of Tracy Clay for a change in zoning from a Two-Family Dwelling District (2F) to a One-Family Dwelling District No. 3 (SF-3) With Specific Use Permit (39) Mobile Homes, Lots 3 and 4, Block 1, Locust Hill Addition, being the 300 Block of Brown Avenue. The public hearing was declared open. Tammy Green, 300 NE Loop 286, stated that she would like to purchase this property to place a 28' x 40' manufactured home. Ms. Green possibly has a buyer for the home. Ms. Green presented pictures of the surrounding area and thought that a manufactured home would help improve the area. Mary Coston, 300 NE Loop 286, thought that the City should allow manufactured homes in areas that are becoming run down. There was no opposition, the public hearing was declared closed. Consideration of and action on the petition of Tracy Clay for a change in zoning from a Two-Family Dwelling District (2F) to a One-Family Dwelling District No. 3 (SF-3) With Specific Use Permit (39) Mobile Homes, Lots 3 and 4, Block 1, Locust Hill Addition, being the 300 Block of Brown Avenue. Planning and Zoning Meeting February 5, 2002 Page 4 Motion was made to approve by Bobby L. Myers and seconded by Barbara Forrest. Motion carried by a vote of 5 ayes and 0 nays. Steve Methven gave the Commission Members a letter from the City Engineer requesting this item be tabled because of not being sure of where the utility lines are to retain an easement. The City had not received a letter from the County Judge requesting the street closing. Consideration of and action on the request to abandon the City's interest in and designate as closed a portion of Price Street beginning at the west boundary line of N. Main Street west approximately 216 feet to the east boundary line of 1st Street NW. Motion was made to table by Bobby L. Myers pending letter from the County, City Engineer's approval, traffic study, and letter from Emergency Services on the effect of closing the street. Motion was seconded by Eddie Vincent. Motion carried by a vote of 5 ayes and 0 nays. Consideration of and action on the recommendation of the Final Plat, The Hills, Phase II. Motion was made to approve by Barbara Forrest and seconded by Eddie Vincent, subject to the City Engineer's Memo dated, February 25, 2002. Meeting adjourned at 6:15.
