RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING A DEED OF DONATION OF PROPERTY
FROM ERA MAE FRANKLIN, BEING LOT 20, CITY BLOCK 197,
LOCATED AT 1728 MAPLE AVENUE; MAHING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City of Paris is in receipt of an offer of donation of property from Era Mae
Franklin as owner of Lot 20, City Block 197, located at 1728 Maple Avenue; and,
WHEREAS, the aforesaid owner of this vacant lot states she is no longer able to care for this
property; and,
WHEREAS, in lieu of the City mowing and clearing said lot and placing a lien on the
property, thereafter to initiate collection proceedings on the property for the lien cost, the property
owner has offered to convey the aforesaid vacant lot to the City tax free, under a General Warranty
Deed, with the City to thereafter mow and clean the lot and utilize the property thereafter as the City
would deem appropriate; and,
WHEREAS, the City Council finds and determines that it would be in the best interests of
the City ofParis to accept the offer of donation of the aforesaid property, to mow and clean the vacant
lot, and to thereafter utilize the aforesaid property as the City Council deems appropriate; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the donation of Era Mae Franklin of Lot 20, City Block 197, located at 1728
Maple Avenue, Paris, Texas, by General Warranty Deed in such form as is acceptable to the City
Attorney, be, and the same is hereby, in all things accepted.
Section 3. That this resolution shall be effective from and after its date of passage.

Mrs. Era Mae Franklin formeriy Holmes has requested thaf I write to you in
reference to the property described as Lot 20, Block 197, Paris, Texas at 1728
Maple Avenue.
Mrs. Franklin is now hospitalized at Antlers, Oklahoma, and is 81 years of
age. Periodically, she is accessed a clean up fee by the City of Paris because
of fhe condition of the property located at 1728 Maple Avenue. The ciean-up
assessment causes Mrs. Franklin financiai clifl'iculties from time to time. Therefore,
she would like fo take the steps necessary to donate this property to the City of
Paris so that it might be placed in some type of program thot would allow the
home to be eligible fo be remodeled for some low income family. I have
enclosed for your review a copy of the deed where Mrs. Holmes now Franklin
received this property. I have also enclosed a copy of the 2000 tax notice as .
well as the 2001 tax notice. The 2001 tax notice has not been paid as of this .
date.
Mrs. Franklin would like very much io transfer this property to the City of
Paris before another clean-up fee is assessed and also before the 2001 taxes are
past due.
If you would be so kind as to have your city attorney fonvard to my office
the deed that needs to be signed by Mrs. Franklin, I will see that it is signed,
