ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, DECLARING THE UNOPPOSED CANDIDATES IN
DISTRICTS 1, 2, AND 6 FOR THE MAY 4, 2002, GENERAL ELECTION
ELECTED TO OFFICE; DETERMINING THAT NO ELECTIONS BE
HELD IN DISTRICTS 1, 2, AND 6; DIRECTING THAT A COPY OF THIS
ORDINANCE BE POSTED AT APPROPRIATE POLLING PLACES;
DIRECTING THAT CERTIFICATES OF ELECTION BE ISSUED TO THE
UNOPPOSED CANDIDATES; MAHING OTHER FINDINGS RELATED TO
THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE OF APRIL 8, 2002.
WHEREAS, the City Council of the City of Paris did heretofore, on the l lth day of
February, 2002, in Resolution No. 2002-029, order the regular municipal election far the City of
Paris to be held on the 4th day of May, 2002, by the qualified voters in Districts 1, 2, 3, and 6 of the
City of Paris; and,
WHEREAS, the Assistant City Clerk, Thomas E. Haynes, on behalfofthe City Clerk, being
the authority responsible for having the official ballot prepared, has certified, in writing, that the
candidates for Districts 1, 2, and 6 are unopposed for election to office, with no write-in candidates
being declared, and that there are no propositions to appear on the ballot and,
WHEREAS, under the authority granted in V.T.C.A., Election Code, Section 2.053, it is
deemed appropriate that the candidates for Districts 1, 2, and 6 be declared elected to office and that
no election be held in those Districts; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That, for the May 4, 2002, general election of the City of Paris, Paris, Texas, the
candidate for District 1, Joe McCarthy; for District 2, Willie J. Weekly, Sr.; and for District 6,
Francine Neeley, having been certified by the Assistant City Clerk as being unopposed for election
to office, with no write-in candidates being declared, be, and they are hereby, declared elected to
office, which terms shall begin on May 9, 2002.
Section 3. That, in accordance with V.T.C.A., Election Code, Section 2.053, and the findings
in the preamble to this ordinance, and because there are no propositions to appear on the ballot, it is
hereby determined and directed that on May 4, 2002, no municipal elections shall be held in Council
Districts 1, 2, and 6.
Section 4. That the City Clerk, or her assistant, be, and he or she is hereby, directed to post
a copy of this Ordinance on election day at the polling places for Council Districts 1, 2, and 6 that
would have been used in the election, and at such other places as required by State law.
Section 5. That a certificate of election shall be issued to each candidate deemed elected
under this ordinance in the same manner as provided for a candidate elected at the election.
Section 6. That this ordinance shall become effective on April 8, 2002.

Paris General Election to be held on the first Saturday in May, 2002, being the
4"' day ofMay, 2002, for the purpose of electing Council Members from District
1, District 2, District 3 and District No. 6.
I further certify that in accordance with the Texas Election Laws, Chapter
2, Subchapter C- Election of Unopposed Candidate, Section 2.051(a), and
Section 2.052(a) Certification of Unopposed Status, that Francine Neeley is
unopposed with no write-in candidates being declared, and no propositions are
to appear on the ballot, which allows for the cancellation of the election in
District No. Six, by order or ordinance of the City Council.
