Haynes, Assistant City Clerk WITNESS: MEMO MARCH 25, 2002 TO: PLANNING & ZONING COMMISSION FROM: CHIEF BUILDING OFFICIAL SUBJECT: RECOMMENDATIONS FOR APRIL 1, 2002 AGENDA 1. DR. GAYLEN HAYS.IS REQUESTING SITE PLAN APPROVAL FOR A NEW CLINIC HE PLANS TO BUILD AT 520 NORTH COLLEGIATE. DR. HAYS PLAN APPEARS TO HAVE SUFFICIENT PARKING AND GREEN SPACE. AND I WOULD RECOMMEND APPROVAL. 2. JULIA SUGGS IS REQUESTING A SPECIFIC USE PERMIT (DAY,CARE) AT 1801 POLK. MRS. SUGGS IS WANTING TO PUT A DAY CARE CENTER HERE AND ALREADY HAS HER LICENSE FROM THE STATE. IF THERE IS NO OPPOSITION I WOULD RECOMMEND APPROVAL. 3. FAULK AND FOSTER IS REQUESTING A ZONING CHANGE ON THIS PROPERTY LOCATED AT 3720 LAMAR (BIG TEX FEEDS). CURRENTLY BIG TEX HAS PLANNED DEVELOPMENT-c INDUSTRIAL PARK ZONING. FAULK AND FOSTER WANTS TO CHANGE THE ZONING SO THEY CAN INSTALL A NEW CELLULAR TOWER THERE. UNDER THE CITY OF PARIS NEW TOWER ORDINANCE YOU CAN NOT PLACE A TOWER 1N PLANNED DEVELOPMENT. I SEE NO REASON TO CHANGE THIS PIECE OF PROPERTY JUST TO ACCOMMODATE A TOWER. THIS PROPERTY IS IN AN AREA WITH PRIME DEVELOPMENT HAPPENING ALL AROUND IT AND IF WE GIVE UP THE PLANNED DEVELOPMENT WE LOSE THE POWER TO SEE ANY SITE PLANS ON ANYTHING INDUSTRIAL THAT MIGHT HAPPEN ON THIS PROPERTY. THE PLANNED DEVELOPMENT WAS PLACED ON THIS PROPERTY SO THE CITY COULD PROTECT SURROUNDING BUSINESS. MY RECOMMENDATION IS TO DENY THE ZONING CHANGE. 4. THE COMPREHENSIVE PLAN (FUTURE LAND USE MAP) NEEDS TO BE AMENDED TO CHANGE FROM MODERATE DENSITY RESIDENTIAL TO COMMERCIAL RETAIL ON THIS LOT LOCATED IN THE 4100 BLOCK OF PINE MILL. PLANNING A.ND ZONING RECOMMENDED A ZONING CHANGE HERE LAST MONTH AND COUNCIL DIRECTED AN ORDER TO HOLD A PUBLIC HEARING AND AMEND THE MAP. 5. MS. MABLE COOPER IS REQUESTING MULTI-FAMILY ZONING ON THIS LOT LOCATED IN THE 1400 BLOCK OF EAST PRICE. MS. COOPER PLANS TO BUILD SOME EFFICIENCY APARTMENTS ON THIS PROPERTY. THERE ARE SIMILAR APARTMENTS IN THE AREA AND MULTI-FAMILY IS ACROSS THE STREET I WOULD RECOMMEND APPROVAL OF THIS PETITION.
