The Planning and Zoning Commission met Monday, April 1, 2002, 5:30 P.M.,
Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Cleveland Thomas
3. Barbara Forrest
4. Louis Yates, Jr.
5. Bobby L. Myers
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
The minutes from the March 4, 2002, regular planning and zoning
meetings were approved with a motion by Bobby Myers and seconded
by Cleveland Thomas. Motion carried by a vote of 5 ayes and 0 nays.
Public Hearing to consider the request to abandon the City's interest in
and designate as closed a portion of Price Street beginning at the west
boundary line of N. Main Street west approximately 216 feet to the east
boundary line of 1st Street N-W.
Motion was made to bring this item from the table by Bobby Myers and
seconded by Louis Yates. his item was not removed from the table.
The public hearing was declared open.
There was no one to speak in opposition to or in favor of the petition.
Memorandums from the City Engineer, Police Chief, Fire Chief, and
EMS Director regarding the street closing were given to each
Commission member.

Consideration of and action on the request to abandon the City's

at the west boundary line of N. Main Street west approximately 216 feet
to the east boundary line of 1st Street NW.
Motion was made to approve subject to the City Engineer's Memo and
concerns of the Eme. rgency Services..
Public Hearing to consider the request of Gaylen Hayes for a site plan
approval, Lot 3-A, City Block 259, being number 520 N. Collegiate.
The public hearing was declared open.
Steve Baker, representative for Dr. Hayes, spoke in favor of the petition.
Mr. Baker, the building contractor, plans to build a doctor's office and
two rental spaceS.
There was no opposition, the public hearing was declared closed.
Consideration of and action on the request of Gaylen Hayes for a site
plan approval, Lot 3-A, City Block 259, being number 520 N.Collegiate.
Motion was made to approve by Louis Yates and seconded by Barbara
Forest. Motion carried by a vote of 5 ayes and 0 nays.
Public Hearing to consider the petition of Julia Sugg a change in zoning
from a Two-Family Dwelling District (2F) to a Two-Family Dwelling
District (2F) With Specific Use Permit (25) Day Care Center, Lot 30,
City Block 252, being number 1801 Pollo

Laura Dunn and Julia Sugg Spoke in favor of the petition for the Day
Care Center stating that the center would be small and they would try
to blend in with the rest of the neighborhood. A maximum of 24
children would be kept at the center with hours of operation from 6:30
a.m. until 6:00 p.m. A site plan was presented with parking explained
to the Planning and Zoning Commission.
David Nabors, opposed the petition with concerns of traffic on this
street, particularly .from Paris Junio.r College. Mr. Nabors stated that
it is hard to see when backing out of driveway and there might be
parking on the street. There are some day sleepers in the area that
would not appreciate the noise increase. Mr. Nabors expressed
concerns that dogs might be loose in the area and attack the children.
A letter in opposition was presented from his neighbor who was too old
to attend the meeting.
Ruth Riggs opposed the Day Care due to traffic. Also, Ms. Riggs did
not want the change because she said once changed, they would have to
live with the change.
There was no further opposition, the public hearing was declared
closed.

Consideration of and action on the petition of Julia Sugg a change in
zoning from a Two-Family Dwelling District (2F) to a Two-Family
Dwelling District (2F) With Specific Use Permit (25) Day Care Center,
Lot 30, City Block 252, being number 1801 Polk.
Motion was made to deny by Louis Yates and seconded by Cleveland
Thomas. Motion carried by a vote of 5 ayes and 0 nays.
Public Hearing to consider the petition of Faulk and Foster for a change
in zoning from a Planned Development District (PD) to a Light
Industrial District (LI), being number 3720 Lamar.

The public hearing was declared open.
Belinda Bodie spoke in favor of the petition stating the zoning was
requested to place a wireless communication tower on site. Ms. Bodie
stated that this was one of 4 sites selected to cover the Paris area. The
site would be for Sprint and this lot fits the need of their client. If this
site cannot be developed, two extra towers would have to be used to
cover the same area that one site would cover. The tower would be 189'
and would handle two additional antennas. Ms. Bodie presented some
maps showing coverage with and wiihout this site. She, also, presented
a site plan of proposed tower.
Steve Methven, the building official, explained to the Commission that
even if rezoning occurred, this site would not meet the criteria of the
City of Paris New Tower Ordinance. Bobby Myers asked if a piece of
this property could be rezoned to accommodate the tower. Steve
Methven explained that in order to do this, it must be a separately
platted lot. The property they are seeking to set a tower on is only a 50'
x 50' lot which does not meet minimum lot size of the ordinance.
There was no opposition, the pub.~lic hearing was declared closed.
Consideration of and action on the petition of Faulk and Foster for a
change in zoning from a Planned Development District (PD) to a Light
Industrial District (LI), being number 3720 Lamar.
Motion was made to deny by Bobby Myers and seconded by Reeves
Hayter. Motion carried by a vote of 5 ayes and 0 nays.

Moderate Density Residential to Retail Commercial on Lot 2, City
Block 317-A, being the 4100 Block of Pine Mill Road.

Consideration of and action on a recommendation regarding the
proposed amendment to the Future Land Use Map of the City of Paris
Master Comprehensive Plan from' Moderate Density Residential to
Retail Commercial on Lot 2, City Block 317-A, being the 4100 Block of
Pine Mill Road.
Motion was made to approve by Bobby Myers and seconded by
Cleveland Thomas. Motion carried by a vote of 5 ayes and 0 nays.

Public Hearing to consider the petition of Mable Maxine Cooper for a
change in zoning from a Two-Family Dwelling (2F) District to a
Multiple-Family Dwelling No. 1 (MF-1) District, Lots 8 and 9, Block 1,
Pine Bluff Addition, being the 1400 Block of East Price Street.
The public hearing was declared open.
Sam Cooper and Maxine Cooper spoke in favor of the petition stating
they would like to build efficiency apartments, they stated there were
other apartments in the area. A site plan was presented to the Planning
and Zoning Commission for review.
There was no opposition, the public hearing was declared closed.
