BACKGROLTND: The City of Paris has been replacing sidewalks in downtown Paris over the
past few years with grant money from the state. The City of Paris proposed to replace sidewalks
on both sides of Bonham St. between 1 st St and 2nd St as well as a small area in front of the
YWCA on Lamar Ave. At the September 24, 2012 City Council meeting a grant application was
authorized to be submitted to the Texas Capital Fund Main Street program to replace sidewalks.
The City was not awarded the grant, but the Capital Improvement Program has given the City the
opportunity to fund this sidewalk replacement project.
STATUS OF ISSUE: This contract is for the construction of sidewalks on Bonham St. between
1 st St and 2nd St. and a small area in front of the YWCA on Lamar Ave. It also includes
electrical work for four new light poles and drainage. The Texas Department of Transportation
has an ongoing project to replace ADA curb ramps in the City of Paris. The ADA curb ramps at
the northeast and southeast corners of Bonham and 1 St St. has already been replaced. City Staff
meet with TxDOT and they will be replacing the problem area in front of the YWCA on Lamar
Ave. when they replace the ADA curb ramp. This will allow the city to add some additional
sidewalks to the project. A change order will be required in order to make these changes.
Sections of sidewalk and driveways on Grand Ave in front of the Salvation Army and a section
of sidewalk and driveway on SW 7th St. between Bonham St. and Grand Ave. have been
selected to be replaced.
BUDGET: The bid amount from Richard Drake Construction Company was $130,705.85. This
project will be funded from the Capital Improvement Program.
RECOMMENDATION: Award a bid to Richard Drake Construction Company in the amount of
$130,705.85 for replacing sidewalks in downtown Paris.

On February 5, 2013, the City of Paris received bids for the above referenced proj ect. Oae bid was
received, that of Richard Drake Construction Co., LP in the bid amount of $130,705.85. The bid
tabularion i s attached for your review.
We have verified the mathematical accuracy and completeness of the bid, and ha.ve verified that the
bonding company is licensed in Texas. The bid appears to conform to the contract document
requirements. Based on past experience with this contractor, we believe the bidder to be responsive
and responsible.
We therefore recommend awazd of this project to Richard Drake Conshuction Co., LP in the amount
of $130,705.85. If the City concurs with this recommendation, please sign the attached three original
Notice of Award forms. Upon signing, please return all three originals to this office for further
execution.

Within ten days after you comply with the above conditions, Owner will return to you one fully executed
counterpart of the Contract Documents.
