BACKGROLTND: The City of Paris Traffic Commission received a request from the US Postal
Service asking that a four way stop sign be installed at 4t" NW & Provine after a Postal Carrier
was involved in an accident at the intersection. It was reported that westbound vehicle drivers
could not see northbound vehicles because of an obstructed view.
STATUS OF ISSUE: On January 8, 2013 the City of Paris Traffic Commission met to consider
the request to place additional stop signs at the intersection of 4th NW & Provine. Stop signs are
currently in place for east and west bound traffic at the intersection. Members were informed that
a complaint had been received after an accident because the land on the SE corner of the
intersection is elevated and has a privacy fence on it creating and obstructed view of northbound
traffic. After discussion the Commission voted 4-0 to place Stop Signs at the intersection for
north and south bound traffic making the intersection a four way stop.
BUDGET: Cost of signage installation will be approximately $200.
RECOMMENDATION: Approve request to place stop sign at 4`h NW & Provine for north and
south bound traffic

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31-
65(b), OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
ESTABLISHING A STOP SIGN ON 4th STREET NW AT PROVINE STREET
STOPPING NORTH AND SOUTH-BOUIVD TRAFFIC; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A
PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Traffic Commission is charged with reviewing and
evaluating proposals to add or remove traffic control devices on City streets and roadways
throughout the City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission
is the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of January 8, 2013,
considered and evaluated a request for the placement of a stop sign at the intersection of
4th Street NW and Provine Street, to stop the northbound and southbound traffic on 4tn
Street NW and, having done so, found and determined that the placement of stop signs at
this location in the City of Paris is necessary to protect the public health and safety and is in
the best interests of the citizens of the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and
as adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the
City of Paris, Texas, be, and the same is hereby, further amended to include the following
stop signs:
"Stop Sign - on 4th Street N.W. at Provine stopping Northbound and
Southbound traffic."

Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any provision of this ordinance shall be guilty
of a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with
provisions of Sec. 1-6 of Chapter One of the City of Paris Code of Ordinances, and each and
every day's continuance of any violation of the above-enumerated sections shall constitute
and be deemed a separate offense.
Section 7. That this ordinance shall become effective from and after its passage and
publication as required by law.
