RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AWARDING THE BID AND AUTHORIZING THE
EXECUTION OF A CONTRACT FOR THE CONSTRUCTION OF A PRO
RATA SANITARY SEWER EXTENSION FOR THE COPE ADDITION
ALONG MEADOWLARK, MOCHINGBIRD, COPE, PINE MILL ROAD,
THOMAS DRIVE, WELCH CIRCLE AND 46TH STREET N.E.; MAHING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of
November, 2001, in Ordinance No. 2001-071 , approve the advertisement for bids for furnishing
plant, labor, materials, and equipment, and for performing all wark required for the "PRO RATA
SANITARY SEWER EXTENSION FOR THE COPE ADDITION ALONG
MEADOWLARK, MOCHINGBIRD, COPE, PINE MILL ROAD, THOMAS DRIVE,
WELCH CIRCLE AND 46TH STREET N.E. PROJECT," which bids were received unti13:00
o'clock p.m., Tuesday, the 7th day of May, 2002; and,
WHEREAS, the best bid for such construction was made by L. C. Brown Construction, of
Sulphur Springs, Texas, and it should be awarded the bid for the same; and,
WHEREAS, a contract for such construction project should, in all things, be approved, and
the Mayor should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the bid of L. C. Brown Construction for the "PRO RATA SANITARY
SEWER EXTENSION FOR THE COPE ADDITION ALONG MEADOWLARK,
MOCHINGBIRD, COPE, PINE MILL ROAD, THOMAS DRIVE, WELCH CIRCLE AND
46TH STREET N.E." in the amount of $497,870.06, be, and the same is hereby, accepted and let
conditioned upon said contractor meeting all of the terms and specifications included in the bid
documents.
Section 3. That a contract with L. C. Brown Construction, in a form acceptable to the City
Engineer, City Manager, and City Attorney, shall be, and the same is hereby, approved.
Section 4. Thatthe Mayor be, and he is hereby, authorized and directed to execute, on behalf
of the City of Paris, the contract with L. C. Brown Construction, upon the terms and conditions and
in a form acceptable to the City Engineer, City Manager, and City Attorney.
Section 5. That this resolution shall be effective from and after its date of passage.

Dear Mr. Napier:
On May 7, 2002, the City of Paris received bids far the above referenced project. Six bids were
received, with the lowest being that of L.C. Brown Construction, in the amount of $497,870.06. A
bid tabulation is attached for your review.
We have verified the mathematical accuracy and completeness ofthe various bids, and have verified
that the bonding company is licensed in Texas. The low bid appears to conform to the contract
document requirements. Based upon the Statement of Bidder's Qualifications, and prior experience,
we believe the low bidder to be responsive and responsible.
We therefore recommend award of this project to L.C. Brown Construction in the amount of
$497,870.06. If the City concurs with this recommendation, please sign the attached three original
Notice of Award forms. Upon signing, please return all three originals to us for further execution.
