RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AUTHORIZING THE EXECUTION OF AN INTERLOCAL
GOVERNMENTAL AGREEMENT FOR COMMUNITY POLICING DRUG
ELIMINATION SERVICES WITH THE HOUSING AUTHORITY OF THE
CITY OF PARIS; PROVIDING FOR SECURITY SERVICES BY AND
THROUGH THE PARIS POLICE DEPARTMENT; MAHING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, funding for community policing and drug elimination and prevention services
was made available to the Housing Authority ofthe City ofParis under the FY 2000-2001 Public and
Indian Housing Drug Elimination Program; and,
WHEREAS, the City of Paris, by and through the Paris Police Deparhnent, furnished said
community policing drug elimination services to the Housing Authority from February 1, 2001,
though October 15, 2001; and,
WHEREAS, an Interlocal Governmental Agreement for Community Policing Drug
Elimination Services between the City of Paris and the Housing Authority, attached hereto as Exhibit
A, is necessary far the City to be recompensed in the amount of $38, 810.00 for such services already
rendered, and, as a consequence, said agreement should, in all things, be approved, and the City
Manager should be authorized to execute the same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the form of an Interlocal Governmental Agreement for Community Policing
Drug Elimination Services between the City ofParis and the Housing Authority of the City of Paris,
attached hereto as Exhibit A, be, and the same is hereby, approved.
Section 3. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, an Interlocal Governmental Agreement with the Housing Authority of
the City of Paris far the City to be recompensed far the provision of security services by and through
the Paris Police Department, upon the terms and conditions and in the form shown in Exhibit A,
attached hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

INTERLOCAL GOVERNMENTAL AGREEMENT FOR COMMUNITY POLICING
DRUG ELIMINATION SERVICES
BETWEEN THE CITY OF PARIS AND
THE HOUSING AUTHORITY OF THE CITY OF PARIS

) KNOW ALL MEN BY THESE PRESENTS:

THAT, the CITY OF PARIS, PARIS, TEXAS, a municipal corporation, acting by and through
its City Manager, Michael E. Malone, duly authorized, hereinafter called CITY, and the HOUSING
AUTHORITY OF THE CITY OF PARIS, TEXAS, a public housing authority, acting by and through its
Chairman of the Board of Commissioners, Curtis Fendley, duly authorized, hereinafter called PHA, do
hereby contract and agree as follows:
1. CITY covenants and agrees that it will furnish community policing drug elimination
services, in addition to ordinary police patrol services currently furnished to PHA, to consist of one (1)
police officer, certified by the Texas Commission on Law Enforcement Officer Standards, who has been
trained in multi-ethnic cultural and sensitivity training, with personal communication pack, and one (1)
fully equipped and marked police patrol unit far that amount of time and far those hours scheduled weekly
as agreed between the Chief, Paris Police Department, and the Executive Director of the Housing
Authority, or designee, and reduced to a written schedule in the form of Exhibit A, attached hereto, and
the schedule may be amended upon agreement of the same parties.
2. CITY also agrees to provide officers to attend monthly meetings of the residents'
organization council, which said officers will consist of the Crime Prevention Officer, the Police Athletic
League Officer, and the Drug Abuse Resistance Education Officer. The Chief shall meet quarterly with
the Executive Director of the Housing Authority, or designee, in order to review progress of the grant and

discuss recommendations for improvements, if needed.
3. Police Officers of the City of Paris shall strive to walk, ride bicycles, and utilize the patrol
unit, or any other mechanism and equipment, to police the PHA housing in a community policing effort
to improve the safety of residents and relationship between residents and law enforcement, with a primary
objective being to eliminate illegal drugs, their use and trafficking.
4. PHA agrees to pay and CITY agrees to accept $38,810.00 far the term commencing on
the lst day of February, 2001, and ending on the 15th day of October, 2001.
