RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, DIRECTING PUBLICATION OF NOTICE OF INTENTION
TO ISSUE CITY OF PARIS, TEXAS, COMBINATION TAX AND REVENUE
CERTIFICATES OF OBLIGATION, SERIES 2002; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris, Paris, Texas, deems it advisable to give notice of intention
to issue Certificates of Obligation in the amount of $6,060,000.00 for paying all or a portion of
the City's contractual obligations for the purpose of acquiring an 83,000 sq. ft. building situated
on 23 acres, being referred to as the UARCO Building, which will be converted to a law
enforcement center for police, courts and j ail, and other improvements related thereto; and for
paying legal, fiscal, architectural, and engineering fees in connection with these projects; and,
WHEREAS, it is hereby officially found and determined that the meeting at which this
resolution was passed was open to the public and public notice of the time, place, and purpose
of said meeting was given, all as required by Chapter 551, Texas Government Code; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That attached hereto as Exhibit A is a form of the Notice of Intention to issue
Certificates of Obligation, the form and substance of which is hereby adopted and approved.
Section 3. That the City Clerk shall cause said notice to be published in substantially the
form attached hereto in a newspaper of general circulation in said city, and published in said
city, on the same day in each of two consecutive weeks, the date of the first publication thereof
to be at least fourteen (14) days prior to the time set for the issuance of such certificates of
obligation as shown in said notice.
Section 4. That this resolution shall become effective immediately upon adoption.

NOTICE OF INTENTION TO ISSUE COMBINATION TAX AND REVENUE
CERTIFICATES OF OBLIGATION, SERIES 2002
IN THE PRINCIPAL AMOUNT OF $6,060,000
The City of Paris does hereby give notice of intention to issue Certificates of Obligation, Series
2002, in the maximum principal amount not to exceed $6,060,000.00, for paying all or a portion
of the City's contractual obligations for the purpose of acquiring an 83,000 sq. ft. building
situated on 23 acres, being referred to as the UARCO Building, which will be converted to a law
enforcement center for police, courts and j ail, and other improvements related thereto; and for
paying legal, fiscal, architectural and engineering fees in connection with these projects. The
City proposes to provide for the payment of such Certificates of Obligation from the levy and
collection of ad valorem taxes in the City as provided by law, and from limited surplus revenues
of the City's Waterworks and Sewer System, remaining after payment of all operation and
maintenance expenses thereof, and all debt service, reserve, and other requirements in
connection with all of the City's revenue bonds or other obligations (now or hereafter
outstanding), which are payable from all or any part of the Net Revenues of the City's
Waterworks and Sewer System. The City Council intends to consider for passage, at its Regular
Meeting to be held at 6:00 P.M. on August 8, 2002, an Ordinance authorizing the issuance of
Combination Tax and Revenue Certificates of Obligation, Series 2002, in the City Council
Meeting Room at the City Hall, Paris, Texas.
