10-LAMAR COUNTY MULTI-JURISDICTIONAL MITIGATION PLANItem No. 10 memo�andum TO: City Council John Godwin, City Manager FROM: Randy Tuttle, Assistant Chief of Police SUBJECT: Lamar County Multi-Jurisdictional Mitigation plan DATE: March 18, 2013 BACKGROIJND: In 2003 an all-hazard Mitigation Plan was developed for Lamar County. This plan also included the City of Paris and other jurisdictions within Lamar County. The plan is directed at making Lamar County and its citizenry safer from disasters by reducing the risks of property and lives from a variety of natural and man-made disasters. This plan has not been updated since 2003. STATUS OF ISSUE: Lamar County is currently in the process of updating the plan. A Memorandum of Understanding (MOU) is required from all jurisdictions in Lamar County that are included in the Mitigation Plan, including the City of Paris. The City Council is requested to approve the Memorandum of Understanding. After a final draft is finished it will be presented to council, and a request will be made at a later date to pass a resolution to accept the Lamar County Multi-Jurisdictional Plan. BUDGET: No impact to the budget RECOMMENDATION: Recommend Council approve and sign the Memorandum of Understanding •� Memorandum of Understanding Lamar County, Texas Multi-Jurisdictional Hazard Mitigation Plan March, 2013 Between the City of Paris and the Lamar County Commissioner's Court I. Purpose As part of the Multi-Jurisdictional Hazard Mitigation Plan, a Memorandum of Understanding (MOU) will be executed between the City of Paris and the Lamar County Commissioner's Court. The Lamar County Multi-Jurisdictional Hazard Mitigation Plan created as a result of this MOU will be presented to the Paris City Council and the Lamar County Commissioner's Court for adoption. The Lamar County Multi-Jurisdictional Hazard Mitigation Plan to be adopted will serve as a guide and do not include a specific financial commitment by the City of Paris. The lamar County Multi-Jurisdictional Hazard Mitigation Plan should address mitigation strategies for reducing the risk of natural, man-made, and wildfire hazards on life and property within the City of Paris and the County as a whole. The intent of this MOU is to ensure that the hazard mitigation plans are developed in an open manner involving community stakeholders, federal and state organizations and local officials whose mission it is to prepare and respond to hazardous situations in Lamar County. It is also the intent of this MOU that it is consistent with City of Paris policies and is an accurate reflection of the community's values and is integrated within other community planning initiatives. Its purpose is to form a working relationship between citizens of the City of Paris and the City of Paris's planning committee for the Multi-Jurisdictional Hazard Mitigation Plan Committee. This MOU sets out the responsibilities of all parties. It identifies the work to be performed by the planning committee and the community. Specific tasks, schedules and finished products are identified within the Plan. II. Responsibilities PARIS'S MULTI-JURISDICTIONAL HAZARD MITIGATION PLANNING COMMITTEE RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: • Ensure that the planning committee includes representatives such as community stakeholders, the local Emergency Management Director, the local Fire and Police Chief(s), representatives from the federal and state organizations whose mission is to prepare and respond to all natural hazardous situations, local officials, property owners, and relevant businesses or organizations. 61 • Determine a planning coordinator from City of Paris that will be the lead contact to the Lamar County Multi-lurisdictional Hazard Mitigation Plan Committee and who will regularly attend the meetings. • Offer assistance to the Lamar County Multi-Jurisdictional Hazard Mitigation Plan Committee in developing the work program which will produce the Lamar County Multi- Jurisdictional Hazard Mitigation Plan. • Host one regular committee meetings for the planning committee in coordination with Lamar County in the City of Paris. • Assist Lamar County with organizing public meetings to develop the plan. • Identify the community resources available to support the planning effort, including people who will have access to and can provide pertinent data. Examples include, but are not limited to, City committee members, such as the Fire or Police Chief, who is able to identify past hazardous situations, research the assessed values of buildings within the Wildland Urban Interface and research existing City planning documents to identify existing mitigation strategies in hazard and wildfire areas. • Assist with recruiting participants for planning meetings, including the development of mailing lists when and if necessary, distribution of flyers, and placement of ineeting announcements in the City of Paris community. • Gain the support of stakeholders for the recommendations found within the plan. • Keep the Paris City Council informed and offer opportunity for their review at various stages of the planning process. • Forward local information to the Committee Chair such as anecdotal information from the community to be incorporated into the proposed plan. • Submit the proposed plan to the City Council of Paris for consideration and adoption. After adoption of the Multi-Jurisdictional Hazard Mitigation Plan, the City will: • Assist the Lamar County Multi-Jurisdictional Hazard Mitigation Plan committee to monitor and work toward plan implementation. • Publicize the Plan to the City of Paris and ensure community members are aware of the Plan and its contents. • Urge the Paris City Council to incorporate those priority projects found most important into the community's Capital Improvement Plan. • Integrate mitigation strategies and priorities for all these plans into other City plans. LAMAR COUNTY'S RESPONSIBILITIES: • Collect data necessary to complete the Multi-Jurisdictional Hazard Mitigation Plan in a comprehensive manner. • Coordinate and facilitate community meetings with the assistance of the local planning committee. 62 • Provide any materials, handouts, displays, and tools necessary for the public to fully understand the planning process. • Work with the City of Paris's representative to collect and analyze data. Take public input from community members and ensure that this input becomes part of the Lamar County Multi-Jurisdictional Hazard Mitigation Plan. • Facilitate the development of goals and objectives and implementation strategies for the Lamar County Multi-Jurisdictional Hazard Mitigation Plan. • Coordinate with other federal, state and local agencies throughout the process. Ensure that a collaborative environment is created with all interested parties. • Assist the Planning Committee with presentation of the Plan to each City Council or Planning Board and/or Select Board. • Assist the Planning Committee with understanding the process of monitoring implementation, educating the public and incorporating the plan with the City's Capital Improvement Plan. • Delineate the community's Wildland Urban Interface (WUI) zone for the Multi- Jurisdictional Hazard Mitigation Plan. • Create a Multi-Jurisdictional Hazard Threat Analysis that outlines the severity of hazard risk throughout the community. • Write, edit and prepare the Plan for review and final publication. • Ensure that the Plan receive approval from FEMA and Texas Homeland Security & Emergency Management (HSEM).
