The Planning and Zoning Commission met Monday, May 6, 2002, 5:30 P.M.,
Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter
2. Marshall Kent
3. Eddie Vincent
4. Bill Coleman
5. Curtis Fendley
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.~
The minutes from the April 1, 2002, regular planning and zoning
meetings were approved with a motion by Curtis Fendley and
seconded by Bill Coleman. Motion carried by a vote of 5 ayes and 0
nays.

Public Hearing to consider the petition of Jeremy Newberry for a
change in zoning from an Agricultural (A) District to a Commercial (C)
Dist~:ict With Specific Use Permit (52) Billboards, Lot 4, City Block 341,
being the 3800 Block S. Church Street.
The public hearing was declared open.
Jeremy Newberry spoke in favor of the petition stating that he wants to
build a mono pole type billboard sign that meets all city and state
regulations.
There was no opposition, the public hearing was declared closed.

Larry Fendley spoke in favor of the petition and presented a hand-out
for review. Mr. Fendley ,read tl~e hand_-out and presented a map of his
proposed subdivision.
Barbara Forest joined the meeting.
There was no opposition, the, public hearing was declared closed.

zoned the lot next door for a manufactured home and they would like
to do the same on this lot. The lot will be owned by Quality
Manufactured Homes.

that he wants to move a home there for his permanent residence. Water

of this item. Motion was made by Curtis Fendley and seconded by Bill
Coleman. Motion carried by a vote of 5 ayes and 0 nays.

Vincent and se.eofided by Bill Coleman. Motion carried by a vote of 5
ayes and 0 nays.
Consideration of and action on the recommendation of the Replat, Lots
11, 12, 13, and 25, City Block 200 and Lot 26, Block 1, Warren
Addition, Bonham Street.
Gary Nash will have to replat property for larger lot to build a Dollar
General Store.
Motion was made to approve by Curtis Fendley and seconded by Bill
Coleman, subject to the City Engineer's Memo dated, May 6, 2002.
Motion carried by a vote of 6 ayes and nays.

Additional Traffic
· Castlegate Drive is 32 foot wide and was designed to collect traffic from
further development
· In surveying 24 two-bedrcom ,mite that I own, the average vehicles per
,,nit appears to be about 1.5 vehicles per unit.
· In a survey of homes in Windsor and S,,rise, the number of vehicles per
single.f_~mily ,,nit appears to be greater than 2 vehicles. Also, many
s contain one or no vehicles due to use for storage
garage - · - to oun marrieds, mature singles, and

Property Value Will Decline '~ '
· S--rise and Windsor each have about 40% two-family or MF ~mits, and
prices are increasing. The MF ,,nits were already there when most homes
were built in Windsor and did not seem to depress value.

Criminal Activity ·
· I have been renting houses and duplexes in Pans for 20 years. To my
knowledge it is rumored that only one of my tenants was a felon (white-
collar crime), and he lease-purchased a new house from me.
· There are few teenagers in two-family units so there are few persons
walking oxound.
· Newer two-falnily ,~nlts are relatively expensive and attract the better
tenants, in my experience.

FORMERLY A DAY CARE CENTER AND I WOULD RECOMMEND
