BACKGROLJND: KSA and the City of Paris have been looking at the current conditions of
streets in the City as a part of the Capital Improvement Plan. Two streets have been selected to
be completely reworked from the subgrade to the surface. The two streets are 6th SE Street from
Lamar Ave. to Clarksville St. and SE 24�" Street from College to just north of Polk St. At the
January 28th City Council meeting, a contract was approved with Grantham & Associates for the
design of the two projects. The project was advertised for bids in the Paris News on March l lth
and 17th and bids opened on April lst at 2:00 P.M. The City received two bids on the project,
one from R.K. Hall, LLC. in the amount of $643,821.65 and one from Richard Drake
Construction Company, L.P. in the amount of $658,158.57.
STATUS OF ISSUE: These two roadway projects will involve removing the existing roadway
to the natural soil and rebuilding it with asphalt. The project will also involve replacing or
adding sidewalk, ramps, curb & gutter and valley gutters. In January the initial estimated cost of
the project was $637,800.00. The primary difference in project cost was asphalt prices which
fluctuate with fuel prices. Attached to this memo is a recommendation from Grantham &
Associates, Inc. to award the bid to R.K. Hall, LLC and a bid tabulation.
BUDGET: This will be funded from the Capital Improvement Program.
RECOMMENDATION: Award a bid to R.K. Hall for the 6th SE and 24th SE Street
Reconstruction Project.

On Monday, April 2, 2013 the City of Paris publicly opened two bids for the above referenced
project. Grantham & Associates, Inc. tabulated the bids (see attachment) and the results are
summarized below.

R.K. Hall, LLC. was the low bidder with a bid of $643,821.65. There were no errors in the bid.
As R.K. Hall, LLC. has successfully completed similar projects in the City of Paris, we
recommend that the City award the subject project to this company.
