00-AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, April 8, 2013. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. a. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) If necessary, the City Council may convene into Executive Session under Chapter 551 of the Texas Government Code regarding any item on this agenda. b. Public Announcements • Proclamation supporting the Mayors Day of Recognition for National Service. Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Approve minutes from the meeting on March 25, 2013. 6. Receive reports and/or minutes from the following boards, commissions, and committees: a. Historic Preservation Commission (3-13-2013) b. Planning and Zoning Commission (2-4-2013) c. Main Street Advisory Board (1-15-2013) 7. Approve an Ordinance declaring unopposed candidates in Council District 4 and 7 for the May 11, 2013, general election to office; determining that no general election be held; and directing that a certificate of election be issued to the unopposed candidates. Approve the Final Plat of Lot 1, Block A, J& A Shop Addition, located in the 4200 Block of North Main Street. 9. Approve the Final Plat of Lot 1, Block A, Chavez Addition CB 310, located at 1335 19�' Street S. W. 10. Approve a professional services agreement between the City of Paris and the law firm of Tracy Pounders for the collection of delinquent taxes. Regular Agenda 11. Conduct a public hearing and take action on an Ordinance changing the zoning from a Commercial District (C) to a Commercial District (C) with a Specific Use Permit (49) auto fuel sales on Lot 4 of the Paris Town Crossing addition, located in the 3000 Block of N.E. Loop 286. 12. Conduct a public hearing and take action on an Ordinance changing the zoning from a One-Family Dwelling District No. 2(SF-2) to a Multi-Family Dwelling District No. 1 (MF-1) on Lot 7, City Block 258, located in the 400 Block of 25t" Street N.E. 13. Conduct a public hearing and take action on an Ordinance changing the zoning from a Single-Family Dwelling District No. 3(SF-3) to a Two Family Dwelling District (2F) on Lot 41, City Block B of the Windsor Estates Subdivision, located in the 3700 Block of Castlegate Drive. 14. Presentation about the First Lady's Texas Treasure preservation award. 15. Receive report from Carresha Milton about sanitation and restaurant inspection services provided by the Paris-Lamar County Health Department. 16. Discuss May 11, 2013 bond election. 17. Award a bid to R.K. Hall, LLC for the 6th S.E. Street and 24th S.E. Street Reconstruction Project. 18. Discuss and act on an Ordinance amending Article II of the Code of Ordinances, Emergency Alarm Systems to include a nuisance section. 19. Discuss and act on Mutual Aid Agreement between the Paris Fire Department and the Faught Volunteer Fire Department. 20. Discuss and act on creation of an ordinance requiring children under sixteen to wear a helmet when operating or riding a bicycle. 21. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 22. Adj ournment.
