14-ABTPA GRANT APPLICATION FOR 2013mejno�andum TO: City Council John Godwin, City Manager FROM: Bob Hundley, Chief of Police SUBJECT: ABTPA GRANT APPLICATION FOR 2013 DATE: Apri18, 2013 BACKGROIJND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ABTPA, in September of 1994. Since that time, for 19 consecutive years, the City of Paris has been approved in continuing with the Task Force under this grant. There are two Paris police detectives assigned to the Task Force paid for by this grant. These officers are allowed to investigate auto thefts and auto burglaries in a number of counties in the Northeast Texas area. Many times, criminals operate beyond jurisdictional lines. STATUS OF ISSUE: The 2013 grant application is for the amount of $198,139.00. Council has to approve the application for the grant and authorize the manager to complete certain documents which must be submitted by May Sth. The ABTPA requires a resolution from the governing body for the grant application. BUDGET: The grant application will require a$49,744.00 cash match along with a$1000.00 `in-kind match' in the 2013-2014 police budget. RECOMMENDATION: Motion to approve a resolution authorizing the grant application to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary documents. �� Draft RESOLUTION 1V0. A RESOLUTION OF THE CITY COUIVCIL OF THE CITY OF PARIS, TEXAS; APPROVING AN APPLICATION FOR AN AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORIZING GRANT FOR CONTINUATION OF OUR AUTO THEFT TASK FORCE; THE TOTAL OF THE GRANT IS EXPECTED TO BE $198,139.00 WITH A CASH MATCH FROM THE CITY TOTALING $49,744.00 ALONG WITH A$1,000.00 "IN-KIND" MATCH IN THE 2013-2014 POLICE BUDGET; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON 1VOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for automobile theft prevention grants; and, WHEREAS, the City Council of the City of Paris desires to apply for an Automobile Burglary & Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project beginning September 1, 2013 and ending August 31, 2014, in the amount of $198,139.00 including a cash match from the city totaling $49,744.00 along with a $1,000.00 "in-kind" match in the 2013-2014 Police Budget, for continuation of our existing Auto Theft Task Force; and, WHEREAS, the City Council hereby authorizes the City Manager, Police Chief, and other appropriate City staff to make application, accept and implement said grant (if same is received) without further action of City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application to the Texas Automobile Burglary & Theft Prevention Authority be made and approved for an Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project for the year beginning September 1, 2013 and ending August 31, 2014, in the amount of $198,139.00 with a cash match from the city totaling $49,744.00 along with a$1,000.00 in-kind match" in the 2013-2014 Police Budget. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, an application for said grant. 62 Section 4. That the Police Chief be, and he is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the Automobile Burglary & Theft Prevention Program. Section 6. That the City Manager, Police Chief, and the Finance Director be, and they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary for acceptance and implementation of said grant upon notice of award thereof by the Texas Automobile Theft prevention Authority, under the terms and conditions and in the forms approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the purposes stated herein and in accordance with the grant conditions.
