MINUTES OF THE REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION JUNE 3, 2002 The Planning and Zoning Commission met Monday, June 3, 2002, 5:30 P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400 Clarksville Street, Paris, Texas with the following members present: 1. Reeves Hayter 2. Cleveland Thomas 3. Barbara Forest 4. Louis Yates, Jr. 5. Marshall Kent 6. Curtis Fendley 7. Bobby L. Myers Steve Methven, the building official was also present. The meeting was called to order by Reeves Hayter. The minutes from the May 6, 2002, regular planning and zoning meetings were approved with a motion by Curtis Fendley and seconded by Bobby L. Myers. Motion carried by a vote of 7 ayes and 0 nays. Public Hearing to consider the petition of Gary Nash for a change in zoning from a Two-Family Dwelling District (2F) to a C6mmercial District (C), on Lot 12 and the South 55 feet of Lots 25 and 26, including a 15 x 120 foot strip of abandoned alley right-of-way (leaving the North 100 feet of Lots 25 and 26 fronting Maple Avenue zoned 2F), Block 1, Warren Addition, being located in the 1800 Block of Bonham Street. The public hearing was declared open. Motion was made by Marshall Kent and seconded by Bobby Myers to excuse Curtis Fendley from consideration of this item. Motion carried by a vote of 6 ayes and 0 nays. Planning and Zoning Meeting June 4, 2002 Page 2 Gary Nash spoke in favor of the petition and presented a site plan of the new proposed Dollar General Store that he would like to build. Mr. Nash was questioned about noise from the air conditioner units. Mr. Nash didn't think the noise would be of any significant concern. Also, a six-foot chain link fence would be installed. Mr. Methven received a letter in opposition to the petition. There was no further opposition, the public hearing was declared closed. Motion was made to approve, with installation of a privacy fence along the back of the property, by Bobby Myers and seconded by Cleveland Thomas. Motion carried by a vote of 6 ayes~.and 0 nays. Motion was made by Marshall Kent and seconded by Bobby Myers for Curtis Fendley to return to the meeting. Public Hearing to consider the petition of Brian Flowers for a change in zoning from a One-Family Dwelling District No. 2 (SF-2) to a Neighborhood Service District (NS), Lot 1, City Block 257-B, being number 2504 E. Cherry. The public hearing was declared open. Brian Flowers spoke in favor of the petition stating that he would like to put in a two (2) chair beauty salon at this facility. Planning and Zoning Meeting June 4, 2002 Page 3 e William Snell spoke in opposition to the petition stating that the lot is not adequately equipped for parking. Mr. Snell asked if Mr. Flowers went out of business, would the zoning remain the same. Mr. Reeves Hayter, chairman, stated the zoning would remain Neighborhood Service (NS). Mr. Flowers stated that he has room to make more parking as required. The operating hours for the shop would be from 8:30 a.m. to 5:30 p.m., Tuesday thru Saturday. There was no further opposition, the public hearing was declared closed. Leann Sartor, 182 Preston, Paris, 75462, spoke in favor of the petition stating that she would like to build a car wash at this location, one with a new look and would match the banks in the area. Chairman Hayter asked about the trees. Ms. Sartor stated that she is aware of the ordinance and would comply with it. The public hearing was declared open. Tommy Posey spoke in favor of the petition stating that he and his brother would like to build one (1) duplex on these lots. Mr. Bill Dalton spoke in opposition to the request and presented a petition against the change. ~Mr. Dalton thinks a duplex built there would increase traffic and decrease his property value. He stated that the street is narrow and would increase traffic hazards. Perry Hanley was opposed to the petition because of increased traffic. He would like to see the area remain as it is. Laura McIntire spoke in opposition stating that once the 4 ½ acres are zoned, there could be many more duplexes built there. There was no further opposition, the public hearing was declared closed. Wright Addition between Bonham Street (U.S. Hwy 82) and Kaufman Street beginning at the West boundary line of 18tb Street SW, West to the East boundary line of 19th Street SW. 11. 12. The public hearing was declared open. James Flowers stated that the alley was a "no man's land" that accumulates trash and brush and if closed, property owners would clean it up and keep it that wax.. There was no opposition, the public hearing was declared closed. Consideration of and action on the request on the abandonment of a fifteen (15) foot alley in Block 4 of the S.J..Wright Addition between Bonham Street (U.S. Hwy 82) and Kaufman Street beginning at the West boundary line of 18th Street SW, West to the East boundary line of 19th Street SW. Motion was made to approve by Bobby Myers and seconded by Louis Yates, Jr. Motion carried by a vote of 7 ayes and 0 nays.
