BOARD OF COMMISSIONERS MEETING
Friday, June 28, 2002

Rick Poston called the meeting to order at 12:16 with the following Board members present:
Rick Poston, Jeff Hoog and Zeph Gibson. Also attending Executive Director Denny Head.
Agenda Item 4-A. Approval of Disposition Request. Denny Head informed the board that the
Model 721 Grasshopper lawnmower was replaced. Bids were accepted for the sale of old
Grasshopper mower. Minimum bid $2000.00. The PHA purchased a new Grasshopper mower
for $8,000.00. Motion was made by Jeff Hoog to accept disposition to sell the old 721-model
Grasshopper and seconded by Zeph Gibson.
Agenda Item 4-B. Bad Debt Write Off 2002. The bad debts write off for 2002 was $26,162.46.
The write off for 2001 was $84,000.00. The bad debt write offs include utilities, other excess
utilities, maintenance charges, move outs, etc. Denny explained that bad debts included tenants
that were evicted, deceased, and others have moved and have not been able to be located. Denny
informed the board that the 2002 bad debt was a 75% improvement from the previous year.
Motion was made to accept Bad Debt Write Off's for 2002 by Zeph Gibson and seconded by Jeff
Hoog.
Agenda Item 4-C. Approval of Section 8 Budget. The new Section 8 Budget is $50,000.00 less
than year 2001 due to the reduction in the PHA vouchers.
HUD representatives Eva Withers and Gary Catisico visited the Paris Housing Authority and
reviewed the MOA. HUD representatives will return to the Paris office to conduct training with
employees and commissioners. Denny informed the board that the visit from HUD was a
productive visit and that all went well.
Executive Director Denny Head informed the board that the Housing Authority Inspector was
terminated. The Authority is currently advertising for the Housing Inspector position. In
addition, the PHA is currently advertising for the Comp Clerk position as per request from HUD.
Rick Poston asked for further business, and there being none asked for a motion to close
meeting. Motion was made by Zeph Gibson and seconded by Rick Poston.
