Call meeting to order and invocation. 2. Approval of minutes from previous meetings. 3. Receipt of reports from committees, boards, and commissions: A. Paris Public Library Advisory Board. (August 21, 2002) B. Paris Economic Development Corporation. (August 21, 2002) 4. Personal Appearance(s). A. Bryan Johnson, Paris East Texas Bombers, requesting funds from the City of Paris for a trip to Hill City, Kansas, to play in a championship game, and requesting funds for the upcoming season. B. Raymond Armstrong, Character Council of the Red River Valley, presenting certificates of recognition of character to Chief Karl Louis and Officers Jamie Blount, Matthew Birch, and David Whitaker. C. Billy J. Toliver, 2211 College Street, reporting damage to two of his vehicies resulting from falling cinders from fireworks at the July 4th display by the Rotary Club. ` 5. Consideration of and approval of the appointment of an Asst. City AttorneylMunicipal Court Prosecutor. September 9, 2002 Page 2 6. Approving a proposed response to a letterfrom the Firefighters Association. A. Closed session pursuant to Section 551.071(1) of the Texas Government Code, consultation with attorney regarding pending or possible litigation, and Section 551.071(2), on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professionai Conduct of the State Bar of Texas clearly conflicts with Chapter 551. 7. Consideration of and action on the following ordinances: A. Amending the Code of Ordinances of the City of Paris by revising Section 2-98 thereof, providing for an increase in certain emergency and non-emergency ambulance service rates. B. Authorizing the issuance of a solid waste collection permit to B&B Equipment Company for the purpose of engaging in the business of collecting or transporting solid waste from commercial and industrial units within the city limits of the city of Paris, Texas, and finding a public necessity and convenience for issuance of said permit. C. Authorizing the issuance of a solid waste collection permit to Glenn and Debi Bolyard, dba Trashy Business, forthe purpose of engaging in the business of collecting or transporting solid waste from commercial and industrial units within the city limits of the city of Paris, Texas, and finding a public necessity and convenience for issuance of said permit. D. Authorizing the issuance of a solid waste collection permit to Southern Disposal, inc. for the purpose of engaging in the business of collecting ortransporting solid wastefrom commercial and industrial units within _ the city limits of the city of Paris, Texas, and finding a public necessity and convenience for issuance of said permit. E. Adopting, on second reading, an amendment to the existing electric franchise between the City and Oncor Electric Delivery Company to implement the agreements reached in that cause styled City of Denton, et al. vs. TXU Electric, et al. F. Adopting, on second reading, an amendment to the existing gas franchise between the City and TXU Gas Company to implement the agreements reached in that cause styled City of Denton, et al. vs. TXU Electric, et al. Furnishing and delivery of Liquid Cationi.c Polyacrylamide Emulsion (Flocculant) for use in the Wastewater Treatment Plant. B. Furnishing and delivery of Liquid Sulfur Dioxide for use in the Wastewater Treatment Plant. C. Furnishing and delivery of Liquid Chlorine for use in the Wastewater Treatment Plant and Water Treatment Plant. D. Furnishing and delivery of Fluosilicic Acid for use in the Water Treatment Plant. E. Furnishing and delivery of Sodium Hydroxide for use in the Water Treatment Plant. F. Furnishing and delivery of Potassium Permanganate for use in the Water Treatment Plant. G. Accepting and approving the Paris Visitors and Convention Council, Chamber of Commerce of Lamar County, budget for the fiscal year October 1, 2002, to September 30, 2003. ~ B. Approving and authorizing the execution of an Interlocal Cooperation Contract between the City of Paris and the County of Lamar for county- wide emergency medical services. Approving and authorizing the application for a Housing RehabilitationlReconstruction Fund Program Grant to the Office of Rural Community Affairs for the Community Development Fund in the amount of $250,000.00, and authorizing the execution of an contract with RIM Enterprises to provide management and administrative services. E. Approving and authorizing an Intergovernmental Agreement for Consulting Services with Paris Independent School District for the presentation of the Drug Abuse Resistance Education (D.A.R.E.) Program for one hundred seventy-eight (178) days throughout the 2002- 2003 school year for students in pre-kindergarten through grade 5 at the Givens, Justiss, and Aikin campuses. F. Authorizing the execution of an Electric SupplyAgreement pursuant to the contract to be signed by Cities Aggregation Power Project, Inc. (CAPP) for deliveries of electricity effective January 1, 2003. G. Approving plans and specifications for the construction ofthe Elevated Water StorageTank-Bonham Streetand authorizing the advertisement for bids for said construction. 10. Referrals. 11. Adjournment.
