SUBJECT: PROPOSED AMENDMENTS TO PARIS EDC's FY 2012-13 BUDGET

BACKGROLJND: The Paris EDC's budget is requested to be amended due to implementation
and compliance with adoption of the Personnel Policy Manual. The Board approved vacation
carry-over buy-out, and a"use it or lose it" vacation policy. Other budget changes include merit
pay, additional liability insurance premiums for the rail spur and additional project incentives
that have been approved. The Board also is reducing several budget accounts and increasing
reserves by $331,388. With the line-item increases the net amount to reserves is $223,708. A
budget amendment to the FY 2012-13 Budget is needed.
STATUS OF ISSUE: Approved by Paris EDC Board on May 14, 2013.
BUDGET: See attached for proposed amendments to Paris EDC's FY 2012-13 Budget.
RECOMMENDATION: Approve as recommended.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING THE AMENDMENTS TO THE FY 2012-2013 BUDGET OF THE
PARIS ECONOMIC DEVELOPMENT CORPORATION (PEDC) AS REFLECTED
IN THE AMENDED PEDC BUDGET FOR FY 2012-13; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris has heretofore received and
approved the Paris Economic Development Corporation Budget for the fiscal year
beginning October 1, 2012, and ending September 30, 2013; and,
WHEREAS, The Board of the Paris Economic Development Corporation held a
meeting on May 14, 2013 and voted to amend its 2013-2013 FY Budget as depicted in the
Proposed Amended PEDC Budget FY 2012-2013, attached hereto as Exhibit "A"; and,
WHEREAS, the primary purpose behind this budget amendment is to transfer funds
from certain projects or accounts to Reserves and to account for other adjustments to
insurance expense, incentives and salary and benefits; and,
WHEREAS, the PEDC Board respectfully requests City Council to approve the
proposed Budget Amendment to the 2012 - 2013 FY PEDC Budget as set out in the
Amended PEDC Budget FY 2012-2013 attached hereto as Exhibit "A"; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the Amended PEDC Budget for FY 2012-2013, as set out in Exhibit
"A" attached hereto, be and the same is hereby approved.
Section 3. That this resolution shall be effective from and after its date of passage.
