RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, ACCEPTING THE VIOLENT CRIMES AGAINST WOMEN
UNIT GRANT NO. WF-02-¥30-13420-05; AUTHORIZING THE
EXECUTION OF THE GRANTEE ACCEPTANCE NOTICE; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 12th day of
November, 2001, in Resolution No. 2001-182, authorize an application to be made to the Office
of the Governor, Criminal Justice Division, through the Ark-Tex Council of Governments for
the Violence Against Women Act grant; and,
WHEREAS, the Office of the Governor, Criminal Justice Division, has issued its Grant
Award entitled "Violent Crimes Against Women Unit" Grant, No. WF-02-V30-13420-05, for
the period beginning December 1, 2002, and ending August 31, 2003, in the total amount of
$58,946.00, requiring a matching contribution of $19,649.00 in in-kind services; and,
WHEREAS, acceptance of the same must occur within forty-five (45) days of the date
of said award, which occurred on September 26, 2002; and,
WHEREAS, it is deemed to be in the best interests of the citizens of Paris that the City
of Paris accept said Grant Award and continue to improve the Violent Crimes Against Women
Unit Project in the City of Paris; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the "Violent Crimes Against Women Unit" Grant, No. WF-02-V30-
13420-05, for the period beginning December 1, 2002, and ending August 31, 2003, in the total
amount of $58,946.00, requiring a matching contribution of $19,649.00 in in-kind services, be,
and the same is hereby, accepted, and the City Council of the City of Paris does hereby assure
the Criminal Justice Division that, in the event of loss or misuse of grant funds, such funds will
be returned to the Criminal Justice Division in full.
Section 3. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, the Grantee Acceptance Notice, under the terms and
conditions and in the form shown in Exhibit A, attached hereto.
Section 4. That this resolution shall be effective from and after its date of passage.

This Acceptance Notice should be signed by the authorized official named on the grant and returned to the
Criminal Justice Division (CJD) by November 10, 2002. The grantee will not receive any grant funds until this
notice is executed and returned to CJD.
Part I:
The authorized official for this grant project must read the following and indicate agreement by
signing this Acceptance Notice below:
· The authorized official for the grantee accepts the grant award.
· The authorized official, financial officer, and project director, referred to below as grantee officials,
agree to the terms of the grant, including the rules and documents adopted by reference in Title I,
Part I, Chapter 3, Texas Administrative Code.
· It is understood that a violation of any term of the grant may result in CJD placing a temporary hold on
grant funds, permanently deobligating all or part of the grant funds, requiring reimbursement for funds
already spent, or barring the organization from receiving future grants.
· The grantee officials understand that they must satisf7 all special conditions placed on this grant
before receiving any funds.
· The grant must have three separate persons designated to serve as grant officials.

APPLICATION TO THE OFFICE OF THE GOVERNOR, CRIMINAL
JUSTICE DIVISION, THROUGH THE ARK-TEX COUNCIL OF
GOVERNMENTS, FOR A VIOLENCE AGAINST WOMEN ACT GRANT IN
THE AMOUNT OF $98,243.00, WITH THE CITY OF PARIS PROVIDING

WHEREAS, the City of Paris assures that in the event o floss or misuse of grant funds, such
funds will be returned to the Criminal Justice Division in full; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:

being 75% of the cost of the "Violent Crimes Against Women Unit Project," with the City of Paris
providing $32,748.00 in the form of in-kind services.
Section 3. That the City Council of the City of Paris does hereby assure the Criminal Justice
Division in the event of loss or misuse of grant funds, such funds will be returned to the Criminal
Justice Division in full.
Section 4. That the City Manager be, and he is hereby, appointed as the Authorized Official
of said project and is hereby authorized and directed to execute, on behalf of the City of Paris, the
application for said grant, under the terms and conditions and in the form shown in Exhibit A,
attached hereto.
Section 5. That the Chief of Police be, and he is hereby, appointed as Project Director and
is hereby authori,zed and directed to exe, cute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of said project.
Section 6. That the Director of Finance be, and he is hereby, authorized and directed to serve
as the Financial Officer for said project and to receive and distribute funds for purposes of the
"Violent Crimes Against Women Unit Project."
Section 7. That this resolution and the amendment contained herein shall become effective
from and after its date of passage.
