A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AWARDING THE BID AND AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE CONSTRUCTION OF THE ELEVATED WATER STORAGE TANK - BONHAM STREET; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of September, 2002, in Resolution No. 2002-150, approve the advertisement for bids for furnishing plant, labor, materials, and equipment and for performing all work required for the "Elevated Water Storage Tank - Bonham Street Project," which bids were received until 3:00 o'clock p.m., Tuesday, the 8th day of October, 2002; and, WHEREAS, the best bid for such construction was made by Chicago Bridge & Iron Constructors, Inc. of Conroe, Texas, and it should be awarded the bid for the same; and, WHEREAS, the form of the contract for such construction project, attached hereto as Exhibit A, should, in all things, be approved, and the Mayor of the City of Paris should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the bid of Chicago Bridge & Iron Constructors, Inc. for the "Elevated Water Storage Tank - Bonham Street Project" Alternate #2 for the construction of the 2.5 Million Gallon Composite Tower in the amount of $2,044,000.00 and Alternate #4 for construction of a second structural floor in the amount of $46,000.00, be, and the same is hereby, accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents. Section 3. That the form of the contract with Chicago Bridge & Iron Constructors, Inc., attached hereto as Exhibit A, be, and the same is hereby, approved. Section 4. That the Mayor be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, the contract with Chicago Bridge & Iron Constructors, Inc., upon the terms and conditions and in the form shown in Exhibit A, attached hereto. Schenk, City Attorney MEMORANDUM TO: FROM: DATE: Mayor and City Council Shawn Napier, P.E.~I/~ City Engineer ~[t ~ October 11, 2002 SUBJECT: Recommendation on the Elevated Water Storage Tank This memo is in addition to the one from Frank Davis of Bucher Willis & Ratliff (BWR) concerning the bids received for the elevated water storage tank facility. The City's existing tank on N.W. 7th Street only holds 500,000 gallons and was constructed in the 1923. The tank is coming to the end of its service life because the wall thickness has decreased due to rust, sand blasting and painting. Please review the tabulation of bids provided by BWR. The low bid cost per gallon for the 2-million gallon overhead tank is $0.897 per gallon. The price per gallon of the 2.5-million gallon tank is $0.8176 per gallon. The difference in price is $250,000.00 for 500,000 gallons, which is only $0.50 per gallon. The low bidder's price for the second level structural floor with access and lighting works out to be $18.40 per square foot for the 2.5-million gallon tank. The second floor area is approximately 2500 square feet if used for office/administration purpose, or alternatively the potential for 150,000 cubic feet of storage space exist. I recommend constructing the 2,500,000 gallon elevated water storage tank with a second level structural floor for a total cost of $2,090,000. Box 9037 Paris, Texas 75461-9037 Re: ELEVATED WATER STORAGE FACILITY, BID NO. 82.48 Dear Mr. Napier: Bids for the new City of Paris Elevated Water Storage Facility were opened and publicly read aloud on Tuesday, October 8, 2002, at 3:00 p.m. Two (2) bids were received and a tabulation of the bids is attached. The bids were received provided for four (4) alternates providing for a 2.5 million gallon tower, a 2.5 million gallon tower and a second structural floor for each of these two tower sizes. Upon review of the contractor's qualifications and assessment of the bids, we have concluded that the low bids submitted by Chicago Bridge & Iron Constructors, Inc. to be acceptable. The contract time specified for this project is 400 calendar days. It is our recommendation that the City of Paris City Council accepts the low bid for Alternate #2, for the construction of the 2.5 Million Gallon Composite Tower, in the amount of $2,044,000.00 and award the contract to Chicago Bridge & Iron Constructors, Inc. It is also our recommendation that the City Council consider awarding Alternate #4 in the amount of $46,000.00 for construction of a second structural floor Please let us know if you require additional information or have any questions.
