2. Approval of minutes from previous meetings.
3. Receipt of repo~s from committees, boards, and commissions:
A. Paris Public Libra~ Adviso~ Board. (September 19, 2002)
B. Paris/Lamar County Board of Health. (September 25, 2002)
4. Presentation by Mark Spencer, MHS Planning & Design, and Ter~ Townsend,
Director of Parks and Recreation, of the prelimina~ plans for the Paris Spots
Complex.
5. Discussion of and direction to staff regarding the issuance of demolition
permits.
6. Consider submission by each member of the City Council of five (5) goals and
objectives for the City of Paris.
7. Consideration of and action on the following ordinances:
A. Authorizing and allowing "Updated Se~ice Credits" in the Texas
Municipal Retirement System, providing for increased prior and current
se~ice annuities for retirees and beneficiaries of deceased retirees,
and increasing the rate of deposits to the Texas Municipal Retirement

Adopting, on third and final reading, an amendment to the existing
electric franchise between the City and Oncor Electric Delivery
Company to implement the agreements reached in that cause styled
City of Denton, et al. vs. TXU Electric, et al.
Adopting, on third and final reading, an amendment to the existing gas
franchise between the City and TXU Gas Company to implement the
agreements reached in that cause styled City of Denton, et al. vs. TXU
Electric, et al.
Consideration of and action on the following resolutions:
Awarding the bid and authorizing the execution of a contract for the
construction of the Elevated Water Storage Tank - Bonham Street
Project.
Authorizing the acceptance of the Violent Crimes Against Women Unit
Grant in the amount of $58,946.00.
Approving and authorizing the execution of a contract between the City
of Paris and Family Haven Crisis and Resource Center, Inc., to provide
services under a Criminal Justice Division Grant to the City of Paris to
prevent and prosecute violent crime against women.
In support of the Northeast Texas Regional Mobility Council (NETMOB)
developing State Highway 24 from a two land roadway to a four lane
divided highway, thus closing the gap between Paris and Interstate 30
through Delta County.
Approving and authorizing a Lease Agreement by and between the City
of Paris and the Lamar County Chamber of Commerce for use of the
Santa Fe-Frisco Depot Building.
Accepting a proposal of Weaver Boos & Gordon, LLC-Southwest to
perform a Groundwater Investigation - Stillhouse Road Landfill Project
and authorizing the execution of a professional services contract and
associated documents.

Consider appointment of a City Council Work Committee to develop an
evaluation instrument for use by City Council in the evaluation of the City
Manager, City Attorney, and Municipal Court Judge.
