• Explore possibilities of working with the R3bi Board, Paris Jr. College and the Paris EDC on
permitted aspects of support from a 4A Corporation.

6) New Business:
1) Report on Sales Tax Workshop held in Houston, Texas on July 12, 2013. – Vicki Ballard &
Bruce Carr
2) Discuss the Proposed Paris EDC Fiscal Year 2013 -14 Budget as amended by the Paris City
Council at its July 8, 2013 meeting totaling $477,820 (eliminating funding for R3bi and Retail
Attractions' marketing contract).
3) Review and approve a letter to the Attorney General requesting legal opinion regarding
business incubator funding by a Type 4A Corporation.
4) Status of proposed revision(s) to the current Tax Abatement Criteria as instructed by the Paris
City Council at its June 24, 2013 meeting.
5) Convene into Executive Session:
1. Pursuant to Section 551.072 of the Texas Government Code to discuss and deliberate the
purchase, exchange, lease, or value of real property.
2. Pursuant to Section 551.087 of the Texas Government Code to discuss or deliberate: 1)
commercial or financial information that the governmental body has received from a
business prospect that the governmental body seeks to have locate, stay or expand in or
near the territory of the governmental body and with which the governmental body is
conducting economic development negotiations; or 2) to deliberate the offer of a financial
or other incentive to a business prospect.
7) Reconvene into Open Session and consider action on items discussed in Executive Session.
8) Adjourn.
