(Tit/e) SOUTHWERT/DAI,I.AS FRDO (Region/Office) § 6-21 PARIS CODE air taxi, pilot training, aircraft rental and sight- seeing, aeria] photography, crop dusting, aerial advertising and surveying, aircraft sales and ser- vices, sale of aviation petroleum product, repair and maintenance of aircraft, and any other activ- ities which, because of their direct relationship to the operation of aircraft, may appropriately be regarded as an "aeronautical activity." (Code 1970, § 6-16) Cross reference--Definitions and rules of construction gen- erally, § 1-3. Sec. 6-22. Permits for aeronautical activities. (a) No person shall engage in an aeronautical activity at Cox Field without first having obtained a permit therefor from the manager. The city clerk will provide an application for such a per- mit to all persons desiring the same. The airport manager will maintain forms for application for aeronautical activities, which may be procured by persons desiring to engage in such activity at Cox Field. A permit shall be granted if the grantee agrees to comply with all relevant provisions of this article and presents proof of the insurance required under paragraph (e) of this section. (b) Permits shall be reviewed annually by the airport advisory board (created by Resolution No. 1354 of January 12, 1970), which shall make rec- ommendations to the city council for or against renewal. It shall recommend renewal if the per- mittee has complied with all relevant provisions of this article and applicable laws. (c) Permits issued under this section may be revoked after ten (10) days' notice and hearing for the failure to comply with this article. (d) All permittees under this section shall at- tend fire, rescue and other emergency training as directed by the airport manager and shall serve as a volunteer on the fire and rescue crew to answer all emergencies. (e) All permittees shall have a minimum of two hundred fifty thousand dollars ($250,000.00) for each person and five hundred thousand dollars ($500,000.00) for each single occurrence for bodily injury or death and one hundred thousand dollars ($100,000.00) for each single occurrence for injury Supp. No. 7 - -- 430 to or destruction'of property i-~surance coverage with the City being reflected as an additional in- sured in their policies; and, additionally, permit- tees must meet or exceed insurance to meet cur- rent state, FAA Rules and Regulations and federal law, if any, for their particular activity or activi- ties. (f) The requirements prescribed by this article shall constitute the minimum standards to be met as a condition for the right of any person to con- duct an aeronautical activity on Cox Field. Such standards are reasonable and relevant to the cov- ered activities and shall be applied objectively and uniformly. (Code 1970, § 6-17; Ord. No. 2115, § 1, 10-9.72; Ord. No. 86-008, § 1, 4-14-86; Ord. No. 90-011, § 1, 3-12-90) Sec. 6-23. Reservation of city's rights. (a) The City reserves the right to further de- velop or improve the landing area of the airport as it sees fit, regardless of the desires or views ef the operator, and without interference or hinderance. Co) The City reserves the right, but shall not be obligated to the operator, to maintain and keep in repair the landing area of the airport and all publicly-owned facilities of the airport, together with the right to direct and control all activities of the operator in this regard. (c) During time of war or national emergency, the City shall have the right to lease the landing area or any part thereof to the United States Government for military or naval use, and if any such lease is executed, the provisions of this arti. cie, insofar as they are inconsistent with the pro- visions of the lease to the government, shall be suspended. (Code 1970, §'6-18) Sec. 6-24. Article subordinate to agreements between city and United States. This article shall be subordinate to the provi- sions of any existing or future agreement between the City and the United States, relative to the operation and maintenance of the airport. (Code 1970, § 6-19) § 6-27 PARIS CODE Sec. 6-27. Flight training activities. The following standards shall apply to the con- duct of flight training activities on Cox Field: (1) The Gperator must provide, on a full-time basis, personnel and equipment appropri- ate to the types of training planned. (2) The operator must make available a num- bet of aircraft of specific types, compatible with proposed training. (3) The operator must provide classroom space for ground school training. (4) The operator must meet certification re- quirements of the Federal Aviation Admin- istration to conduct the proposed training. (Code 1970, § 6-20) Sec. 6-28. Aircraft charter and taxi service. The following standards shall apply to aircraft charter and taxi service supplied or furnished at Cox Field: (1) FAR 135 must be complied with. (2) The operator must provide assurance of the availability of suitable aircraft, with quali- fied operators, ready to depart within a spec- ified maximum notice period of twelve (12) hours. (3) The operator must provide satisfactory ar- rangements for checking passengers, han- dling luggage, ticketing and ground trans- portation. (Code 1970, § 6-23) Sec. 6-29. Crop dusting and spraying. The following standards shall apply to crop dust- ing and spraying operations conducted from Cox Field: (1) The operator must make suitable arrange- ments for the safe storage and containment of noxious chemical material. (2) The operator must provide aircraft suita- bly equipped for agricultural operations with adequate safeguards against spillage on run- ways and taxiways, or dispersal by wind forC~ to other operational areas of the airport. 432 (3) All empty cans, barrels, sacks or other con- tainers that result from the agricultural operations must be placed in containers and disposed of in a reasonable length of time. (Code 1970, § 6-24) Sec. 6-30. Aircraft rental and sale. The following standards shall apply to the sale or rental of aircraft at Cox Field: (1) The operakor must have a sales or distribu- torship franchise from an aircraft manu- facturer for new aircraft, or adequate sources of used aircraft. (2) The operator must provide suitable sales and office facilities, leased, rented or con- structed on the airport property., (3) The operator must provide arrangements at Cox Field for the repair and servicing of sales aircraft during the sa]es guarantee. (4) The operator must provide a stock of spare parts for the principal aircraft types for which sales privileges are granted. (Code 1970, § 6-25) Sec. 6-31. Aircraft, engine and accessory maintenance. The following standards shall apply to the fur- nishing of aircraft, engine and accessory mainte- nance service on Cox Field: (1) The operator must provide minimum han- gar, shop and storage space as prescribed by the City. (2) The operator must make available repairmen and mechanics in such fields as airframe and engine maintenance requires. (Code 1970, § 6-26) Sec. 6-32. Airport tenant self-service fueling. The following standards shall apply to a tenant at Cox Field who has a current lease with the City and desires to self-fuel his own airplane or airplanes: (11 The self-fueler must have a current hangar lease with the City.
