3. Consideration of and action on the petition of Mack Ross for a change in

NE.
4. Public Hearing to consider the site plan approval requested by Joe Chamy, Lot
2, City Block 308, Tract 2, being the 1400 Block of W. Washington.
5. Consideration of and action on the site plan approval requested by Joe Chamy,

MINUTES OF THE REGULAR MEETING OF THE PLANNING AND
ZONING COMMISSION
NOVEMBER 4, 2002
The Planning and Zoning Commission met Monday, November 4, 2002, 5:30
P.M., Paris Junior College, Applied Technology Building, Room 1016, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter 4. Curtis Fendley
2. Cleveland L. Thomas 5. Louis Yates, Jr.
3. Barbara Forrest 6. Bobby L. Myers
Mattie Cunningham, the city clerk was also present.
The meeting was called to order by Reeves Hayter.
1. The October 7, 2002, regular planning and zoning meetings were
approved with a motion by Curtis Fendley and seconded by Bobby L.
Myers. Motion carried by a vote of 6 ayes and 0 nays.
Chairman Hayter advised the Commission that Eddie Vincent had
called him and tendered his resignation due to health problems.
2. Public Hearing to consider the petition of Ralph Beal for a change in
zoning from a Agricultural District (A) to a Commercial District (C),
Lots 1-7, Parr-Hull Medical Plaza, being the 3300 Block of N. Main.
The public hearing was declared open.
Ralph Beal, Route 10, Box 7250, Paris, Texas, appeared in behalf of his
petition and stated that this project would certainly improve the quality
of life in Paris, Texas. He said they will have commercial, medical
offices and will eventually lead to residential development. Mr. Beal
advised that the initial phase, Unit I and II will be commercial to
include a hotel, medical offices, and possibly a hospital. The residential
Unit will come later.
There was no opposition, the public hearing was declared closed.

3. Consideration of and action on the petition of Ralph Beal for a change
in zoning from a Agricultural District (A) to a Commercial District (C),
Lots 1-7, Parr-Hull Medical Plaza, being the 3300 Block of N. Main.
Motion was made to approve by Bobby Myers, seconded by Louis
Yates. Motion carried by a vote of 6 ayes and 0 nays.
4. Public Hearing to consider the petition of Charles Fulbright for a
change in zoning from a One-Family Dwelling District No. 2 (SF-2) to
a Neighborhood Service District (NS), Lots 3 and 5, Block Q, East Park
Addition, being the 1400 Block of Fitzhugh.
The public hearing was declared open.
Charles Fulbright, 1008 17th N. E., appeared before the Commission in
behalf of his petition. Mr. Fulbright advised that he and his wife has
purchased this property and is requesting a change from a One-Family
Dwelling District No. 2 (SF~2) to a Neighborhood Service District(NS).
Mr. Fulbright said it is his plan to build a small family restaurant at
this location. He advised that there is adequate space for parking.
There was no opposition, the public hearing was declared closed.
5. Consideration of and action on the petition of Charles Fulbright for a

a Neighborhood Service District (NS), Lots 3 and 5, Block Q, East Park
Addition, being the 1400 Block of Fitzhugh.
Motion was made to approve by Curtis Fendley and seconded by
Cleveland Thomas. Motion carried by a vote of 6 ayes and 0 nays.

Motion was made to approve by Curtis Fendley, seconded by Bobby
Myers, subject to the City Engineer's memo, dated November 1, 2002.
Motion carried by a vote of 5 ayes and 1 nay, Chairman Hayter voting
no.
7. Meeting adjourned at 5:45.
