WHEREAS, the Street Division of the Public Works Department is in need of one (1) Model Year 2003 4-wheel drive extend-a-hoe loader, and it is deemed appropriate that the City NOW, THEREFORE, advertise for bids for the purchase of same; BE IT RESOLVED BY THE CI TY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That the purchase of one (1) Model Year 2003 4-wheel drive extend-a-hoe loader for use in the Street Division of the Public Works Department be advertised for bids to be received after due notice at the office of the City Manager of the City of Paris, City Hall, 135 1st Street S.E., Paris, Texas 75460, until 3:00 o'clock p.m. on the 7th day of January, 2003, or at such other date and time as the City Ma nager may direct, at which time said bids will be opened in the City Council Chamber, City Hall, 135 1st Street S.E., Paris, Lamar County, Texas, and bids will thereafter be tabulated and presented to the City Council for the purpose of letting such bid. Signature & Title of Person Submitting Bid Telephone No. SPECIFICATIONS ONE (1) NEW 2003 4-WHEEL DRIVE EXTEND-A-HOE LOADER Purpose: The equipment requested in these specifications shall be used in normal fleet operations in the City of Paris, Texas. Shall have ample room for radio equipment and fire extinguisher to be mounted inside cab. Shall be able to perform under conditions normally encountered in city fleet, ie., occasional flooding, extended idling, muddy conditions, and in all temperatures without adversely affecting the operation of the equipment. GENERAL BID REQUIREMENTS It is the intent of these specifications to describe a 4-Wheeled Drive Extend-a-Hoe Loader in sufficient detail to secure bids on comparable equipment. All parts not specifically mentioned, which are necessary to provide a complete Extend-a-Hoe Loader shall be included in the bid and shall conform in strength and quality of material and workmanship to what is usually provided the trade in general. The Extend-a-Hoe Loader shall be a current model under standard production by the manufacturer. Any units not conforming to these specifications will be rejected, and it will be the responsibility of the manufacturer to conform with the requirements unless deviations have been cited by the bidder and acceptance made on the basis of the acceptance. Equipment shall be delivered fully serviced, adjusted and ready for operation. All repairs or modifications needed for normal operation shall be made to the satisfaction of the City of Paris. Replacement parts and service department shall be maintained with 150 miles of the City of Paris. Service Department shall be staffed with qualified service men, shall stock a representative parts supply (especially fast wear items), and shall have provisions for securing parts from the manufacturer. The successful bidder or manufacturer shall provide an instructor for a training session at the City of Paris Fleet Maintenance Garage. This training shall orient city personnel on the operation and mechanical features of the equipment purchased. The City of Paris reserves the right to award the bid to any responding bidder, either on a cash purchase or a monthly installment option as outlined elsewhere in these specifications. The quality of the equipment supplied, conformity with the specifications, the suitability to expected use. Delivery time, warranty terms and parts availability may also be a consideration in awarding bid. The bidder shall include all transportation costs, training costs, and demonstration costs in the price quoted. Equipment shall be F.O.B. City of Paris Garage at 50 W. Hickory, Paris, Texas. STANDARD SPECIFICATIONS The extend-a-hoe loader shall be a regular production model for which published specifications are available. Machine modifications to meet the operational requirements of this specification shall be limited to the manufacturer's published standard and optional equipment. The extend-a-hoe loader shall have a 99 net horsepower, turbocharged diesel tractor with front loader, and 1.25 cubic yard capacity heaped bucket and extend-a- hoe with 19-foot dig depth. 4. The extend-a-hoe loader shall have a minimum operating weight of 15,200 pounds. 5. The extend-a-hoe loader shall meet all OSHA and EPA requirements. The extend-a-hoe loader shall be compatible with standard Case model implements such as buckets, jackhammers and forklifts. ENGINE The extend-a-hoe loader shall have a 4-cylinder diesel engine with a minimum 99 net horsepower. The engine shall provide a minimum SAE net torque rating of 291 ft-lbs at 1500 RPM. 2.
