A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, AWARDING THE BID FOR DEMOLITION AND CONSTRUCTION OF CURB AND GUTTER, STANDARD DRIVEWAY APPROACHES, AND REINFORCED CONCRETE SIDEWALKS FOR THE STREET DIVISION OF THE PUBLIC WORKS DEPARTMENT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the 1 lth day of November, 2002, in Resolution No. 2002-168, approve the advertisement for bids for the demolition and construction of curb and gutter, standard driveway approaches, and reinforced concrete sidewalks for the Street Division of the Public Works Department as part of the City's annual street maintenance program, which bids were received until 3:00 o'clock P.M., Tuesday, the 3rd day of December, 2002; and, WHEREAS, the best bid for such services was made by Hilliard and Sons Contractors, Inc. of Paris, Texas, and it should be awarded the bid for the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the bid of Hilliard and Sons Contractors, Inc. for the demolition and construction of curb and gutter, standard driveway approaches, and reinforced concrete sidewalks as part of the City's annual street maintenance program, in the amount of $360,000.00, be, and the same is hereby, accepted and let conditioned upon said contractor meeting all of the terms and specifications included in the bid documents. CITY OF PARIS DEPARTMENT OF PUBLIC WORKS BID SPECIFICATIONS FOR DEMOLITION AND CONSTRUCTION OF CURB/GUTTER, CONCRETE SIDEWALK AND STANDARD DRIVEWAY APPROACHES Requirements: It is estimated that 10,000 feet of Curb and Gutter, Including Driveway Approaches and 5,000 square yards of Reinforced Concrete Sidewalk will be repaired during the period of Sanuary 1,2003 through December 31, 2003. Exact quantities or feet cannot be determined, but estimates are given as shown above. Quantities may be increased or decreased to meet the requirement of the operations of the Street Division of Public Works during the period shown above. A minimum is not guaranteed. Specifications: Demolition' and construction of Curb/Gutter, Standard Driveway Approaches and Concrete Sidewalk must conform to the following guidelines and attached drawings. A) Approved bidder is responsible for the demolition, disposal and cleanup of existing curb/gutter, driveway approaches or sidewalk. B) Approved bidder is responsible for the construction of new curb/gutter, driveway approaches or sidewalk. All construction must comply with American Disabilities Act and standard TXDOT specifications. C) Approved bidder is responsible for the final cleanup of project site. D) CONTRACTOR shall furnish insurance certificate indicating insurance coverage in the types and amounts shown in ITEM 7 paragraph 7.4 Insurance, in the Texas Department of Transportation STANDARD SPECIFICATIONS FOR CONSTRUCTION OF HIGHWAYS STREETS AND BRIDGES latest Edition (TxDOT specifications). E) Within 15 days after written notification of award of the contract the bidder shall execute and furnish to the City the contract, with (1) a performance bond and a payment bond, with powers of attorneys attached, each in the full amount of the contract price, executed by a surety company or surety companies authorized to execute surety bonds under and in accordance with the laws of the State of Texas, and (2) the Certificate of Insurance showing coverages in accordance with contract requirements. F) The City of Paris Public Works Department will provide traffic control and appropriate barricades at project site. G) The City of Pads Public Works Department will assign project areas as needed in vadous locations. H) The approved bidder will invoice the City of Paris Public Works Department bi-weekly. No partial payments for work in place will be made. One payment, upon successful completion and acceptance by the OWNER will be made. I) Quantities shown on the BID FORM are estimated quantities only. The OWNER will direct the work working with the CONTRACTOR, to expedite and minimize any downtime and moving time. Payments to the CONTRACTOR will be made based on mutually agreed to amount of time that equipment is used or the ticketed tonnage of materials as bid. J) The City of Pads Public Works Department will inspect the project site on a daily basis. Failure of the work to meet guidelines and specifications will be reason for termination of purchase order and/or removal from the City of Paris bid list. Basis of A~ard: It is the intention of the City of Paris to award this bid on the basis of the lowest delivered price that meets the specifications and special work requirements; however, the City of Pads reserves the right to reject any and all bids, to waive any informality in bidding, and to award the bid as may be advantageous to the City of Paris.
