A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING ADDENDUM NO. ONE TO THE AGREEMENT FOR ENGINEERING SERVICES WITH BUCHER WILLIS & RATLIFF CORPORATION FOR WATER DISTRIBUTION SYSTEM IMPROVEMENTS INCLUDING WATER TRANSMISSION LINES, WATER STORAGE FACILITIES AND SYSTEM ANALYSIS STUDIES; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris did heretofore, on the 1 lth day of February, 2002, in Resolution No. 2002-043, approve the execution of an Agreement for Engineering Services with Bucher Willis & Ratliff Corporation for water distribution system improvements including water transmission lines, water storage facilities, and system analysis studies; and, WHEREAS, as a result of said engineering services, the City sought competitive bids for the construction of a new water tank and awarded said contract to the lowest responsible bidder in compliance with State law; and, WHEREAS, Article II, paragraph 2c of the aforesaid Engineering Services Agreement provides the City the opportunity, at its option, to contract with the consultant to provide on-site construction representation during construction of both the new water tank and the associated water lines; and, WHEREAS, the City desires to obtain such additional on-site construction representation services from Bucher Willis & Ratliff, and it is deemed appropriate that the terms of the original Agreement for Engineering Services be revised by the addition of these services in an appropriate Addendum; and, WHEREAS, the form of Addendum No. One to the original Agreement for Engineering Services, attached hereto as Exhibit A, should, in all things, be approved, and the City Manager should be authorized to execute the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the form of Addendum No. One to the original Agreement for Engineering Services dated March 15, 2002, with Bucher Willis & Ratliff Corporation, attached hereto as Exhibit A, be, and the same is hereby, approved. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, Addendum No. One to said agreement, under the terms and conditions and in the form shown in Exhibit A, attached hereto. Box 9037 Paris, TX 75461-9037 Re: Addendum No.1 to the Agreement for Engineering Services Water System Improvements Dear Mr. Napier: Bucher, Willis and Ratliff Corporation (BWR) is requesting that Addendum No. 1 to the Engineering Services Agreement between the City of Paris and BWR be approved by the Paris City Council. This Addendum provides for construction observation and material testing of the Elevated Water Storage Facility and the 24" RCCP Water Transmission Line. Procedures will include the following: Elevated Water Storage Facility: Field observation of foundation reinforcing steel Field observation of support column reinforcing steel Testing of concrete in the foundation and column Field observation of steel preparation Field observation of welding during tank construction Field x-rays of joint welds Field observation of steel preparation for coating application Field observation of coating application Field testing of coating thickness as per specifications Water Transmission Line: Collection of soils samples and lab testing of material Field analysis of lime stabilization materials and soils Field density and moisture testing of compacted materials The estimated cost of performing these procedures, including administrative and subcontractor costs, is $89,981.00. Services associated with this Addendum will be based on an hourly cost basis for all items. It is requested that a budget of $90,000.00 be approved as a part of Addendum No. I to cover the costs of these tasks.
