07.29.13 MINUTESMINUTES OF THE JOINT SPECIAL CITY COUNCIL MEETING AND CITIZENS CAPITAL IMPROVEMENTS PROGRAM COMMITTEE OF THE CITY OF PARIS, TEXAS July 29, 2013 The City Council of the City of Paris and the Citizens Capital Improvement Program Committee met for a joint workshop session at 4:30 p.m. on Monday, July 29, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: A.J. Hashmi Council Members: Aaron Jenkins; Billie Lancaster; John Wright; Matt Frierson; and Cleonne Drake City Staff: Gene Anderson, Interim City Manager; Kent McIlyar, City Attorney; Janice Ellis, City Clerk; Shawn Napier, City Engineer; and Alan Efrussy, Planning Director CIP Committee: Ruth Ann Alsobrook; Brad Archer; J.D. Davidson; and Charles Richards Absent: Council Member: Richard Grossnickle Opening Agenda Call meeting to order. Mayor Hashmi called the meeting to order at 4:30 p.m. 2. Discuss infrastructure improvements in the City. Mayor Hashmi referred to the first 23 projects and explained they would be departing later for a tour of those places. City Engineer Shawn Napier presented maps and handouts. Planning Director Alan Efrussy gave a brief overview of certificates of convenience and necessity (CCN), water sewer utility systems, capital improvements plan and comprehensive plan. Mr. Efrussy also said they reviewed the current land use plan when taking into consideration the utility system. Mr. Napier presented water and sewer maps reflecting the service areas as related to the CCN. Mayor Hashmi inquired if the City would have to go into rights -of -way on the 23 projects and Mr. Napier that was not determined yet. KSA Representative Tracy Hicks said if the sewer line was real deep they might have to do the entire road instead of patching. He also said the list of priorities was based on water and sewer line condition. Special Council Meeting July 29, 2013 Page 2 City Council and Committee Members departed for a tour at 4:53 p.m. and returned to Council Chambers at 6:04 p.m. Mayor Hashmi said it was his understanding that some projects were not on the list, because the City had not received complaints regarding dirty water. He asked that it be publicized for citizens to call the City and log in a complaint if they had problem with dirty water. Mayor Hashmi also said he would like to see how much money had been spent the last three years with regard to water and sewer problems on the on the 23 projects. Mr. Davidson inquired if the 23 projects would take the full amount of money. Mr. Hicks replied if all of the streets were going to be reconstructed it would take all of the money. Mr. Davidson pointed out there were several streets which did not have very many houses on them. Mayor Hashmi said it was his hope that in instances where the City did not have rights - of- way those citizens would give the rights -of -way, so that their water and sewer lines could be replaced and then the City would not have to dig up any of the streets. Council Member Wright suggested that citizens could take that as a deduction on their taxes. Ruth Alsobrook inquired about the budgeted amount for street repair. Mr. Anderson said it was $200,000 plus. Mayor Hashmi said that would be a savings for the project and Ms. Alsobrook added there would be a savings in in staff overtime once the lines were replaced. Mayor Hashmi said another cost effective measure would be to use hot chip seal on some of the streets. Ms. Alsobrook agreed, but said not on heavy traveled streets. Council Member Frierson said he liked the ranking of the projects, but that street estimates were not exact due to the criteria. Council Member Wright said they should stick with water and sewer projects at this time. Council Member Lancaster said she wanted to look at some other lines in her neighborhood. Brad Archer said you never want to handle material twice and it looked like that is what would happen. He suggested going under the streets by putting in bores, which means streets would not have to be torn up. He said boring was a process that pushed the old line out while putting in the new line at the same time. Mr. Napier said that might be the alternative when the street is a good street. Ms. Alsobrook stated the tour made her realize how desperately repairs were need in north and west Paris. Based on the criteria and discussions of the meeting, Mayor Hashmi asked that the CIP Committee to put together a priority list and bring it back with recommendations. Council Member Wright asked they take into consideration the number of houses on streets. It was a consensus to schedule a joint session for Tuesday, August 13 at 5:30 p.m. 3. Adjournment.
