08.13.13 MINUTESMINUTES OF THE JOINT SPECIAL CITY COUNCIL MEETING AND CITIZENS CAPITAL IMPROVEMENTS PROGRAM COMMITTEE OF THE CITY OF PARIS, TEXAS August 13, 2013 The City Council of the City of Paris and the Citizens Capital Improvement Program Committee met for a joint workshop session at 5:30 p.m. on Tuesday, August 13, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: A.J. Hashmi Council Members: Billie Lancaster; John Wright; Matt Frierson; and Cleonne Drake City Staff: Gene Anderson, Interim City Manager; Kent Mcllyar, City Attorney; Janice Ellis, City Clerk; Shawn Napier, City Engineer; and Alan Efrussy, Planning Director CIP Committee: Brad Archer; J.D. Davidson; and Charles Richards Absent: Council Members: Aaron Jenkins and Richard Grossnickle Opening Agenda 1. Call meeting to order. Mayor Hashmi called the meeting to order at 5:30 p.m. 2. Discuss infrastructure improvements in the City. City Engineer Shawn Napier presented a list of the top 48 projects and said they were A/B categories. He said the water and sewer crew had rated the worst lines based on the fact that 75% of the work orders were sewer stops. Mr. Napier stated that Pine Bluff had the most water and sewer problems. He also said the cost for Pine Bluff was lower, because it was longer. Mayor Hashmi inquired if there were places in which more money was spent and if those places were not on the list. Mr. Napier said they had not looked at that. Mr. Napier referred to one project list he had that contained no addresses, but the lines were in bad enough shape that they needed to be repaired. Mayor Hashmi confirmed with Mr. Napier there were some major pipes that were not on the primary list. Citizen Don Wilson said he had experienced a sewer problem over the weekend and the layout shows that all of the line is to be replaced, but he did not think that was correct. Mr. Wilson suggested they let the guys doing the work show them which lines need to be replaced. Mr. Napier said that is where the list was originated and one of the problems in that area was that the pipes were cast iron. Mayor Hashmi emphasized that there needs to be a careful assessment to determine issues like Mr. Wilson was referencing. Mr. Wilson said when the crews fixed the Special Council Meeting August 13, 2013 Page 2 ditch behind 24`h Street, it resulted in a huge sewer problem being corrected. Mayor Hashmi said the intention was to correct problems, not just repair pipes. J.D. Davidson inquired as to how they were going to determine the projects. Mr. Wilson said the guys doing the work know and everyone should listen to them. Mayor Hashmi said the list was a nice start, but it would have to be reviewed on a case by cases basis and a plan would need to be developed. Council Member Wright said they should get input from the field. Mayor Hashmi said the crews should actively be consulted and there was no reason to replace sewer lines that did not need to be replaced. Mr. Wilson said money needed to be spent on things like back flow preventers. Mr. Napier said that one list was provided by water and sewer crews and those lines were not listed on the KSA list. Mayor Hashmi suggested that he get more input from Mark Shew including priorities. Mr. Napier said he would ask them to review both lists and come up with a primary list. Mr. Napier said one of the biggest problems they had in the past was a 10" pipe that blew out on the SE Loop and would cause Kimberly Clark to shut down. Mr. Napier said that pipe was replaced with a 12" pipe and alleviated Kimberly Clark being shut down when the pipe blew. Mr. Davidson inquired about scheduling four or five meetings throughout town to receive input from citizens or one meeting in each district. Mayor Hashmi said it was concluded that a meeting needed to take place with public works and an item should be placed on a city council agenda with regard to Council Members conducting individual meetings in their districts to hear from the citizens. Mr. Wilson suggested that a notice be sent in the water bills or e-mail sent notifying the citizens of these meetings. Mr. Napier asked about moving forward with putting out requests for proposals for an engineer. Mayor Hashmi asked him to place it on an agenda. Adjournment.
