RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, AWARDING THE BID AND AUTHORIZING THE
EXECUTION OF A CONTRACT FOR THE CONSTRUCTION OF THE
WATER LINES ASSOCIATED WITH THE CONSTRUCTION OF A NEW
ELEVATED WATER STORAGE TANK - BONHAM STREET; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 9th day of
December, 2002, in Resolution No. 2002-178, approve the advertisement for bids for furnishing
plant, labor, materials, and equipment and for performing all work required for the water lines
associated with the "Elevated Water Storage Tank - Bonham Street Project," which bids were
received until 3:00 o'clock p.m., Thursday, the 9th day of January, 2003; and,
WHEREAS, the best bid for such construction was made by
., Texas, and it should be awarded the bid for the same; and,
of
WHEREAS, the form of the contract for such construction project, attached hereto as
Exhibit A, should, in all things, be approved, and the Mayor should be authorized to execute the
same; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the bid of for construction of the associated water
lines for the "Elevated Water Storage Tank - Bonham Street Project," in the amount of
$ ., be, and the same is hereby, accepted and let conditioned upon said contractor
meeting all of the terms and specifications included in the bid documents.
Section 3. That the form of the contract with
Exhibit A, be, and the same is hereby, approved.

Section 4. That the Mayor be, and he is hereby, authorized and directed to execute, on
behalf of the City of Paris, the contract with _, upon the terms and conditions
and in the form shown in Exhibit A, attached hereto.
Section 5. That this resolution shall be effective from and after its date of passage.

NOTICE TO CONTRACTORS
Sealed bids addressed to the City of Paris, 150 SE 1st Street, Paris, Texas 75460, will be
received at Office of the City Clerk until 3:00 P.M., Thursday, January 9, 2003 for:
24" RCCP WATER TRANSMISSION LINE
BID NO. 82.49
At such time bids will be publicly opened and read aloud.
The work consists of furnishing all labor, equipment and materials (except as otherwise
specified), and performing all work necessary for the construction of a 24" RCCP Water
Transmission Line for the City of Paris.
Plans and Specifications are on file and may be examined at the office of the Engineer,
Bucher, Willis and Ratliff Corporation, Engineers, Planners & Architects, 601 Shelley
Drive, Suite 202, Tyler, Texas 75701-9439 or the City of Paris Engineering Department,
150 S.E. 1st Street Paris, Texas 75460. Questions concerning the Plans and
Specifications for this project should be directed to Bucher, Willis & Ratliff Corporation,
Dallas, Texas at 903/581-7844; Fax 903/581-0178.
Plans and Contract Documents may be obtained from the Engineer or the City of Paris
Engineering Department. A deposit of $50.00 will be required for each set of Plans and
Contract Documents obtained. General Contractors may obtain two (2) sets and Sub-
Contractors may obtain one (1) set. The deposit will be returned to the contractor if
Bidding Documents are returned in clean, unmarked and usable condition within fourteen
(14) calendar days after the opening of the Bids. No refunds after fourteen (14) days are
obligatory. A contractor can have plans mailed to their place of business C.O.D.
Plans also will be available at the following locations FOR REVIEW ONLY at no cost to
the contractor.

Each Proposal shall be accompanied by either a cashier's check, a certified check, or an
acceptable bid bond in a amount of not less than five percent (5%) of the total amount of
the bid, made payable without conditions to "City of Paris, Texas".
Contract time required to complete the work for this project has been established at three
hundred (300) calendar days. After that period, liquidated damages of five hundred
dollars ($500.00) per day of delay will be assessed until work is substantially complete.
The City reserves the right to accept the bid which, in its judgment is the lowest
responsible bid; to reject any or all bids; and to waive irregularities or informalities in any
bid submitted. Bids received after the specified time of closing will be returned unopened.
Conditional or qualified bids will not be accepted.
A pre-bid conference will be held at 1:30 P.M., Monday, January 6th, 2003 in the City of
Paris City Council Chambers located at 135 S.E. 1st Street. Paris, Texas.
