A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING THE PURCHASE OF A ONE (1) MODEL YEAR 2003 MCNELLUS 20 YARD METROPAK REAR LOADER WITH CAB AND CHASSIS FOR USE IN THE SANITATION DIVISION OF THE PUBLIC WORKS DEPARTMENT THROUGH THE HOUSTON- GALVESTON AREA COUNCIL OF GOVERNMENTS, SUBJECT TO THE CITY OBTAINING ACCEPTABLE FINANCING TERMS FROM OUTSIDE SOURCES; AUTHORIZING THE CITY MANAGER AND THE DIRECTOR OF PUBLIC WORKS TO OBTAIN SUCH FINANCING; AUTHORIZING THE EXECUTION OF A LEASE PURCHASE AGREEMENT AND ANY AND ALL OTHER NECESSARY DOCUMENTS RELATED TO THE TRANSACTION APPROVED HEREIN; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council has been a member of the Cooperative Purchasing Program through the Houston-Galveston Area Council of Governments since October 1, 1990; and, WHEREAS, it is deemed appropriate that the City of Paris purchase a one (1) Model Year 2003 McNellus 20 Yard MetroPak Rear Loader with Cab and Chassis for use in the Sanitation Division of the Public Works Department through said Houston-Galveston Area Council of Governments; and, WHEREAS, it is further deemed appropriate that the City Manager be authorized to execute a Lease Purchase Agreement for one (1) Model Year 2003 McNellus 20 Yard MetroPak Rear Loader with Cab and Chassis for a total purchase price of $87,592.99, which represents the cost of the rear loader, which is $86,114.00, plus the cost of the Houston-Galveston Area Council of Governments fee, which is $1,478.99, subject to the city obtaining acceptable financing terms from outside sources; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a Lease Purchase Agreement, upon such terms and conditions and in such form as approved by the City Attorney, at the price of $87,592.99, which represents the cost of one (1) Model Year 2003 McNellus 20 Yard MetroPak Rear Loader with Cab and Chassis for use in the Sanitation Division of the Public Works Department, which is $86,114.00, plus the cost of the Houston-Galveston Area Council of Governments fee, which is $1,478.99, subject to the City obtaining acceptance financing terms from outside sources. Section 3. That the City Manager and the Director of Public Works be, and they are hereby, authorized and directed to seek and obtain acceptable financing terms for such purchase. Section 4. That the City Manager, City Attorney, Finance Director, or other appropriate City official shall be, and they are hereby, authorized and directed to execute any and all other necessary documents related to the transaction approved herein. The bidder shall include all transportation costs, training costs, and demonstration costs in the price quoted. Equipment shall be F.O.B. City of Paris Garage at 50 W. Hickory, Paris, Texas. STANDARD SPECIFICATIONS 1. The extend-a-hoe loader shall be a regular production model for which published specifications are available. 2. Machine modifications to meet the operational requirements of this specification shall be limited to the manufacturer's published standard and optional equipment. 3. The extend-a-hoe loader shall have a 99 net horsepower, turbocharged diesel tractor with front loader, and 1.25 cubic yard capacity heaped bucket and extend-a- hoe with 19-foot dig depth. 4. The extend-a-hoe loader shall have a minimum operating weight of 15,200 pounds. 5. The extend-a-hoe loader shall meet all OSHA and EPA requirements. 6. The extend-a-hoe loader shall be compatible with standard Case model implements such as buckets, jackhammers and forklifts. ENGINE 1. The extend-a-hoe loader shall have a 4-cylinder diesel engine with a minimum 99 net horsepower. The engine shall provide a minimum SAE net torque rating of 291 fi-lbs at 1500 RPM. 2. The engine also shall have the following: A. Parent metal bore B. Internal oil cooler C. Integral water pump D. Dual-stage air cleaner E. 12-volt electrical system F. Minimum 65-amp alternator G. Single serpentine belt for fan and alternator H. Automatic self-adjusting belt tensioner I. Vertical spin-on engine oil filter TRANSMISSION 1. The power train shall consist of a torque converter drive with a fully synchronized transmission. 2. The transmission shall also provide the following. A. Four forward speeds B. Steering cylinder located behind the axle BRAKES 1. The extend-a-hoe loader brakes shall be a fully hydraulic, multiple wet disk brake located inboard. 2. The brakes also shall have the following features: A. Oil cooled brakes B. Brakes operated by two, suspended brake pedals C. Maintenance-free and self-adjusting LOADER 1. The loader arms shall be heavy duty and in-line. 2. The loader arms also shall have the following features: A. Arch design for short turning cimle B. Dual parallel lift cylinders 3. The loader linkage shall have the following features: A, Dual parallel bucket cylinders B. Bucket cylinders with reverse linkage C. Dual cast dump links to bucket D. Full bucket rollover for dozing E. Full bucket rollover for stability in extend-a-hoe operation F. Automatic bucket self-leveling 4. The loader bucket shall be a minimum of 93 inches wide with a 1.3 cubic yard heaped capacity. 5. The bucket also shall have the following features: A. Rear bucket rolled wrapper B. Pre-drilled edge C. Heavy duty lifting eyes EXTEND-A-HOE 1. The extend-a-hoe boom and standard stick shall be cast and have a five-year warranty. 2. The extend-a-hoe also shall have the following features: A. Grease pins in the swing tower to boom base B. Replaceable bushings in the swing tower to boom base mounting pins. C. Boom width maximum of 12 inches D. Mechanical quick coupler E. Extendible exterior dipper stick F. Extendible dipper stick can be pinned to prevent movement G. Internal bolt-on, replaceable wear strip for extendible dipper stick H. 900-pound front-mounted counterweight for extend-a-hoe I. Stabilizers fully retractable within the width of the tires J. Integrated extend-a-hoe hydraulic coupler with in-cab controls 3. The extend-a-hoe bucket shall be heavy duty. 4. The extend-a-hoe bucket also shall have the following features: A. Will fit older model extend-a-hoe B. 24" trenching bucket C. Weld-on teeth HYDRAULICS 1. The extend-a-hoe backhoe hydraulics shall be open center and allow for smooth loader and extend-a-hoe operation. 2. The loader extend-a-hoe hydraulics also shall include: A. Tandem section, cast iron gear pump B. Allows operation of optional hand-held hydraulic tools C. Anti-cavitation valves in the dipper and loader circuit D. Pilot-operated check valves for boom, dipper and stabilizers E. Anti-rebound valve for extend-a-hoe swing precision TRACTOR CAB 1. The extend-a-hoe loader shall have a cab with two doors. 2. The extend-a-hoe loader cab also shall have the following for loader operation: A. Minimum of four isolation mounts B. Insulation for maximum temperature and sound control C. Sound level maximum of 77 dba at 2,200 RPM D. Suspended brake pedals E. Suspended accelerator F. Electro-hydraulic rear differential lock G. Transmission shift lever within easy reach of the operator and integrated clutch disconnect button H. All glass sur[aces free of rubber moldings I. Front and rear windshield wipers J. Door-activated interior dome light K. Interior rear view mirror L. Retractable seat belt M. Deluxe suspension seat N. Front console storage area O. Instrumentation located to the right of the operator U. Two accessory power plugs 3. The extend~a-hoe loader cab also shall have the following for exntend-a-hoe operation: A. Easy-to-swing seat to access extend-a-hoe controls B. Audible alarm to alert operator of transmission engagement when swinging seat C. Two loader controls D.
