CITY OF PARIS
November 13, 2002
The City Council of the City of Paris met in special session, Wednesday,
November 13, 2002, at 12:00 noon., Heritage Hall, 1009 West Kaufman
Street. The meeting was called to order by Karen Wilkerson, a member of
the Main Street Advisory Board.
The following City Council Members were present: Richard Manning, Joe
E. McCarthy, Francine Neeley, Michael J. Pfiester, and Benny Plata
Also present were City Manager Michael E. Malone, City Attorney Larry
W. Schenk, and City Clerk Mattie Cunningham.
Patsy Davis, Suzy Harper, David House, Linda Suarez, Barbara Wilson,
Karen Wilkerson, and Zack Saffle from the Main Street Advisory Board
were present.
Paul Denney, Claudia Hunt, Sue Lancaster, Becki Norment, Ann R.
Rogers, Linda Ryan and Arvin W. Starrett, members of the Historic
Preservation Commission were present.
Members of the Building and Standards Commission present were Brad
Archer, Chad Brown, Pike Burkhart, Mary Crumpler, Ward Hall, and
Harrell Tippitt.
The meeting was called for the purpose of holding a workshop regarding
impact of certified local government status on implementation of the
Historical Preservation Ordinance and Substandard Building Ordinance
and other related issues.
After a luncheon, Bratten Thomason, from the Texas Historical
Commission came forward giving a presentation on certified local
governments in Texas and how to protect the city's heritage by
preservation. Ms. Thomason went over the steps of establishing

preservation. Ms. Thomason outlined key goals and how these goals may
be accomplished by having a successful preservation program.
Mr. Ron Emrich, of Preservation Texas, came forward with a visual
presentation of different types of historical structures and how they could
be restored in the proper manner so as not to lose the historical aspect of
the structure.
Mr. Emrich discussed the preservation ordinance and advised that it is
very similar to many others. He told the group that there are model
ordinances available from both the state and federal government. He
urged the city to contact them for copies of the model ordinances.
After a question and answer session, the meeting was adjourned.
