September 5, 2013
The City Council of the City of Paris met for an special session at 5:30 p.m. on Thursday,
September 5, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: A.J. Hashmi
Council Members: Aaron Jenkins; Billie Lancaster; John Wright;
Richard Grossnickle; Matt Frierson; and Cleonne

Call meeting to order.
Mayor Hashmi called the meeting to order at 5:30 p.m.
2. Discuss the proposed Budget for fiscal year 2013 -2014
Finance Director Gene Anderson explained to the Council in addition to the adjustments
made on September 3`d, the salary of the planning director was not included in the proposed
budget and would need to be added. Mr. Anderson said that he had decreased some other items,
so that the addition of the planner's salary would be budget neutral. Mayor Hashmi told the
Council that he attended a meeting on September 4th between the Incubator Board and PJC
President Pam Anglin. He also said as a result of that meeting, PJC was going to take over the
Incubator and the Incubator had reduced its request for funding assistance from $89,000 to
$30,000, which was to help close out the Incubator.
3. Discuss and act on a Resolution calling a public hearing on proposed amendments to the
proposed budget for fiscal year 2013 -2014.
Mayor Hashmi explained that action was taken on this item on September 3`d
4. Presentation on policies and procedures for Paris Economic Development Corporation by
Mayor Hashmi and PEDC Director Steve Gilbert.
PEDC Executive Director Steve Gilbert said that he and the mayor had met several times
and that it was a common goal of the City Council, the PEDC Board and staff to make the
community prosperous. Mr. Gilbert also said the PEDC Board was working to update policies

and procedure for all expenditures. Mr. Gilbert said he was in the process of reviewing the last
three years of expenses and would be giving a full report at the next PEDC meeting. He said the
PEDC Board, staff and the City Council must move forward and spend their time in improving
the City and bringing in more businesses and industrial jobs to town.
Mayor Hashmi said they had discussed difficult subjects, but the purpose was nothing
other than to improve performance, improve the City, and to provide health, safety and quality of
life to the residents of Paris.

There being no further business, a Motion to adjourn was made by Council Member
Frierson and seconded by Council Member Drake. Moion carried 7 ayes — 0 nays. The meeting
was adjourned at 5:38 p.m. t
