A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPROVING AN APPLICATION FOR FUNDING THROUGH THE TEXAS
DEPARTMENT OF AGRICULTURE TEXAS CAPITAL FUND MAIN STREET
PROGRAM FOR THE MAIN STREET SIDEWALK GRANT PROGRAM; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris, Texas desires to develop a viable urban
community, including a suitable living environment and expanding economic opportunities,
principally for persons of low -to- moderate income; and
WHEREAS, the downtown area has a predominance of buildings, curbs and sidewalks that
are deteriorated due to age, lack of drainage and other reasons, which qualify it as slum or blighted.
Certain conditions exist which represent a threat to the public health and safety (i.e. deteriorated
roadway and sidewalks, sidewalks with no handicap ramps, no storm water drainage); and
WHEREAS, it is necessary and in the best interests of the City of Paris to apply for funding
under the Texas Community Development Block Grant Texas Capital Fund Main Street Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Paris as follows:
SECTION 1. The City Council hereby designates the following blighted area as the Paris
Downtown Area as it applies to the Texas Capital Fund Main Street Program Grant application:
South Side of Lamar Avenue from 2nd S.E. Street to 1St S.E. Street
West side of South Main Street beginning at Kaufman St. curb ramp going North 100 ft.
East side of South Main Street beginning at Kaufman St. curb ramp going North 85 ft.
1St NW east of Paris Community Theatre for 100 feet
SECTION 2. The City Council has reviewed and hereby approves an application for:
Downtown Revitalization Improvements $135,000
Award Administration
$ 15,000
SECTION 3. The City Council has reviewed and hereby agrees to comply with all assurances
executed in connection with the application and, if funded, the award.
SECTION 4. The City Manager is hereby authorized and directed to act on the City's behalf
in all matters pertaining to this application.
SECTION 5. That the funds requested in the grant application will be used to construct
sidewalk improvements, install ADA accessible ramps for sidewalks, install streetlamps and
purchase trash receptacles and benches which will reduce or eliminate the blighted areas in the
downtown area of the City of Paris as defined in this resolution.
SECTION 6. That it further be stated that the City of Paris will be committing $45,000 as a
cash contribution toward the engineering and construction activities of this Main Street Project,
SECTION 7. The City Council has reviewed and hereby agrees not to participate in program
income recapture and will return all program income to the State to be placed in a statewide
Revolving Loan Fund to be used by the State to fund future economic development awards. By
agreeing to this measure, the city understands that it will be eligible to receive as many Texas
Capital Fund awards per program year as it has eligible projects.

Infrastructure Project Plan (Max 10 pts): Score 5 points for providing city's plan for dealing
with an infrastructure project, including detailed description of how access will be provided to affected

businesses during construction. Score additional 5 points for providing a general description of future
infrastructure projects in the Main Street area, in the next 5 yrs & potential impact to the area.
Sidewalks and ADA Compliance (Max 10 pts): Score 5 points if a minimum of 50% of
requested funds will be used for sidewalk and /or ADA compliance activities. Score 10 points if 70% of

Historic Preservation Ethic Impact (Max 10 pts): Score 5 points to applicants that have a

Economic Development Consideration (Max 5 pts): Awarded if the city has passed the

MS Program Participation (Max 5 pts): For every two years of continuous participation in the
Main Street program, the applicant will be awarded 1 point. Points will only be awarded for every two

Leverage, Economic Emphasis (Max 50 points)
Minority Hiring (Max 10 pts): This measures an applicant's hiring practices. Score 10 points if

There was an extension request granted for an additional 6 month period on the 2008 Main Street project due to circumstances arising
with the loss of two key personnel in the Community Development department - the Main Street Director and the Community

The 2010 projects has been closed out at this time — two months prior to the expiration of the contract.

SUPPORT INFORMATION FOR INFRASTRUCTURE PROJECTS
Provide the following information for any infrastructure activity (included on the Sources and Uses of Funds):
(7) Accessibility Projects
(a) What accessibility provisions for persons with special needs are already included in /available at the
building /facility or site to which such activities are being proposed?
There are existing ramps in this area that are deteriorated and do not comply with ADA
regulations.
(b) Is the applicant providing full accessibility to the facility /area by including disabled parking, ramps,
handrails, doorway widening (exterior and interior doorways), rest room modifications, water fountains,
access to upper and lower floors (elevator or lift), and other related improvements?
This project only addresses the sidewalk improvements in front of the buildings on this block. It
will address ramps and renovation of the deteriorated sidewalks. There will be no improvments
on actual building facades or interiors.
(c) Has the applicant taken into account possible historic preservation concerns regarding proposed
modifications to the building /facility in the area?
Yes. The City of Paris has notified the Texas Historical Commission of its intention to construct
these improvements. There will be no modifications to buildings in this area. We will only be
addressing sidewalk and ADA projects with these funds.

COMMUNITY NEEDS ASSESSMENT QUESTIONNAIRE
Address the following needs for the applying jurisdiction. This information should be reflective of the
entire city and not just the Main Street area.
1. Housing needs. Briefly describe the locality's most serious housing needs, i.e., deterioration,
affordability, or overcrowding.
The City of Paris' most serious housing needs are dilapidated and deteriorated housing
and the lack of affordable housing.
2. Economic Development needs. In this section, evidence of need might include the percentage
and number of unemployed persons, sales tax trends, plant closures, industrial vacancy rate
trends, or structural and infrastructure deterioration in commercial /industrial areas, and public
benefit. Public benefit includes job creation for Low and Moderate Income persons and others,
spin off development, local tax benefits, construction jobs and other special benefits. Please be
sure to document the public benefit.
The City of Paris does not have a high unemployment or poverty rate, however, the city
has many individuals that are employed in areas over 45 miles away. There is a need for
more local employment. This project would diversify the economy to a certain degree
and provide a quality job.
3. Public Facilities needs. In this section, evidence of need might include findings and actions
taken by State agencies, surveys of street conditions, and public works department reports on
public infrastructure deterioration.
The City of Paris is continuously in the process of maintaining and upgrading the public
infrastructure. Currently, street and sidewalk conditions pose a great problem to the city.
4. Other Basic and Serious Needs. If the applicant's serious and basic needs cannot be
categorized by any of the three major areas above, describe here.
