August 27, 2013
The City Council of the City of Paris met for an special session at 5:30 p.m. on Tuesday,
August 27, 2013, at the City Council Chamber, 107 E. Kaufman, Paris, Texas.
Present: Mayor: A.J. Hashmi
Council Members: Aaron Jenkins; Billie Lancaster; John Wright; and
Cleonne Drake
City Staff: John Godwin, City Manager; Gene Anderson,
Finance Director; Kent McIlyar, City Attorney;
Janice Ellis, City Clerk; and Shawn Napier, City
Engineer
Council Members: Richard Grossnickle and Matt Frierson
Opening Agenda
1. Call meeting to order.
Mayor Hashmi called the meeting to order at 5:30 p.m.
2. Receive presentations from contractors, engineering firms, or consultants and discussion
with regard to water and sewer line replacement projects.
City Council heard from Don D'Adam, Vice President of AECOM. Mr. D'Adam
explained the essential to constructing a high value CIP Support Team for Paris. He said that
AECOM had the highest second number of registered engineers in Texas. Mr. D'Adam
reviewed suggested models; the first was Model 1, staff augmentation. With Model 1, the owner
acts as the CIP manager, AECOM Team provides specialized staff to augment owner staff or
address technical needs, the owner keeps control over the program, and this model requires key
staff in owner organization to effectively manage. He said Model 2 was to fully outsource
management and meant that the owner contracts with AECOM, the AECOM Team works with
others to staff up, AECOM provides single point of responsibility and risk is shifted to the
AECOM Team. Mr. D'Adam said Model 3 was an integrated team, which meant the owner and
AECOM consisted of a team working together to combine best talent, they would take the best
from both organizations to fill roles and this was an excellent opportunity for knowledge transfer
and adoption of best practices. Mr. D'Adam answered questions from City Council with regard
to other projects, cost of management for this project, sub - contracting with locals, inspections of
the project, and estimated time to complete the project. He also told the Council that he thought
AECOM could have the engineer design done is less than a year and possibly complete it within
six to nine months.

3. Discuss and possibly act on city manager's return to work.
Council Member Wright said the Council did not know until Monday whether or not they
were going to get a release from the doctor. He inquired why the letter was dated August 22nd
but qualified Mr. Godwin to return to work on August 19th. Mr. Godwin said the original letter
was from a RN, was dated around the 16th or 17th and that at that time he was cleared to return to
work on August 19th, but the Council had requested a letter from the doctor.
4. Adjournment.
There being no further business, a Motion to adjourn was made by Council Member
Drake and seconded by Council Member Lancaster. Motion carried, 5 ayes — 0 nays. The
meeting was adjourned at 7:15 p.m.
