ZONING COMMISSION
FEBRUARY 3, 2003
The Planning and Zoning Commission met Monday, February 3, 2003, 5:30
P.M., Paris Junior College, Applied Technology Building, Room 1206, 2400
Clarksville Street, Paris, Texas with the following members present:
1. Reeves Hayter 4. Barbara Forrest
2. Cleveland L. Thomas 5. Bobby L. Myers
3. Russell McCain 6. Louis Yates, Jr.
Steve Methven, the building official was also present.
The meeting was called to order by Reeves Hayter.
1. The minutes from the January 6, 2003, regular planning and zoning
meeting svere approved svith a motion by Russell McCain and seconded
by Cleveland Thomas. Motion carried by a vote of 7 ayes and 0 nays.
2. Public Hearing to consider the petition of Alma Akins for a change in
zoning from a Two-Family Dwelling District (2F) to a One-Family
Dsvelling District No. 3 (SF-3) With Specific Use Permit (39)
Manufactured Home, Lot 3, City Block 54, being number 445 NW 4th
Street.
The public hearing was declared open.
Ms. Alma Akins, 3790 Eagle Bend, spoke in favor of the petition stating
that she wanted to place a double wide manufactured home on this lot.
Ms. Akins looked for a place for the manufactured home that would be
compatible with the surrounding neighborhood. She said there is a
similar home located on 6th Street NW. The home would be for her
mother or other family members.
Ray Mason, 1526 l0th NW, stated that his sister was trying to move the
manufactured home to Paris and he was in favor of the move. He
thought that the home would contribute to the Paris area.

There was no opposition, the public hearing was declared closed.
3. Consideration of and action on the petition of Alma Akins for a change
in zoning from a Two-Family Dwelling District (2F) to a One-Family
Dwelling District No. 3 (SF-3) With Specific Use Permit (39)
Manufactured Home, Lot 3, City Block 54, being number 445 NW 4th
Street.
Motion was made to approve by Louis Yates, Jr., seconded by Bobby
L. Myers. Motion carried by a vote of 7 ayes and 0 nays.
4. Public Hearing to consider the petition of Mark Easlon for a change in
zoning from an Office District (O) to a Commercial District (C), Lot 6,
City Block 306-A, being the 300 Block of Stone Avenue.
The public hearing was declared open.
Mark Easlon, 2540 Meadowlark, spoke in favor of the petition stating
that he wanted to build an office building at this location but he had one
tenant that wanted to build a dry cleaners. The dry cleaners would
require General Retail zoning.
There was no opposition, the public hearing was declared closed.
5. Consideration of and action on the petition of MarkEaslon for a change
in zoning from an Office District (O) to a Commercial District (C), Lot
6, City Block 306-A, being the 300 Block of Stone Avenue.
Motion was made to approve as General Retail by Bobby Myers,
seconded by Marshall Kent. Motion carried by a vote of 7 ayes and 0
nays.

6. Consideration of and action on the Amended Replat, Lots 11, 12, 13, 25,
26, Block 1, Warren Addition.
Reeves Hayter stated that the setback on Maple Street should not be
allowed to go beyond the other houses on the street.
Steve Methven stated that the zoning ordinance states that when two
zoning districts meet that the most restrictive zoning setback must be
met. In this case, Single Family zoning abuts Commercial zoning,
therefore, Commercial zoning must meet the setback of the Single
Family on Maple Street.
Motion was made to deny the petition by Russell McCain and seconded
by Bobby L. Myers. Motion denied by a vote of 7 ayes and 0 nays.
7. Meeting adjourned at 6:30.

WITH SPECIFIC USE PERMIT (39~ MANUFACTURED HOMES ON THIS
LOT LOCATED AT tttSN. W. 28 . MR. VANNESS IS THE AGENT FOR
THE OWNER WHO WISHES TO REPLACE AN OLD SINGLE WIDE
MOBILE HOME WITH A BRAND NEW DOUBLE WIDE. THE MOBILE
HOME WAS PLACED THERE PRIOR TO THE ZONING ORDINANCE
THEREBY JUSTIFYING THE NEED FOR A ZONING CHANGE AND THE
SPECIFIC USE PERMIT. BEING THAT THE OLDMOBILE HAS BEEN
THERE FOR YEARS ANDOTHER MOBILE HOMES IN THE AREA I
WOULD RECOMMEND APPROVAL.

LOT LOCATED AT 31t0N. W. 19TM. MS. MOORE PLANS TO REPLACE A
SINGLE WIDE MOBILE HOME ON THIS LOT WITH A DOUBLE WIDE
MANUFACTURED HOME. THIS MOBILE HOME IS SOMEWHAT
SIMILAR TO THE ONE ABOVE IN THAT THE MOBILE HOME WAS
SITTING ON THE LOT WHEN THE CITY ANNEXED THE PROPERTY.
I WOULD AGAIN RECOMMEND APPROVAL OF THIS PETITION, AS
THERE ARE MANY MOBILE HOMES IN THE AREA.
3. LEANNE SARTOR IS REQUESTING MULTIPLE FAMILY ZONING ON
THIS LOT LOCATED AT 262 t EAST PRICE. MS. SARTOR tS PLANNING
TO BUILD A COUPLE OF DUPLEXES ON THIS LOT AND I WOULD
RECOMMEND APPROVAL. THERE ARE NUMEROUS APARTMENTS IN
THE AREA AND THE PLANNING AND ZONING COMMISSION HAS
REZONED SEVERAL PROPERTIES tN THIS AREA IN THE PAST TO
MULTIPLE FAMILY.
