THE CIVIL SERVICE COMMISSION
January 30, 2003
The Annual Meeting of the Civil Service Commission of the City of Paris was held at 3:00 p.m.,
on Thursday, January 30, 2003, in the City Council Room at City Hall.
Members of the Commission present were Philip Cecil, Melba Harris, and Sims Norment. Also
present was Tommy Haynes, Civil Service Director, and Larry Schenk, City Attorney of the City
of Paris.
Chairperson, Philip Cecil called the meeting to order at 3:10 p.m. and requested nominations
f~om the floor for the position of Chairperson. Sims Norment nominated Philip Cecil for the
position of Chairperson and was seconded by Melba Harris. No other nominations were made
and Philip Cecil was elected by acclamation. Chairperson Cecil requested nominations from the
floor for the position of Vice-Chairperson. Sims Norment nominated Melba Harris for Vice-
Chairperson. Philip Cecil seconded the nomination of Ms. Harris. No other nominations were
made and Melba Harris was elected Vice-Chairperson by acclamation.
Civil Service Director, Tommy Haynes suggested the following dates as regular Civil Service
Meeting dates for 2003. The Commission adopted the dates of:
April 24, 2003
3:00 p.m.
July 24, 2003 3:00 p.m.
October 23, 2003
3:00 p.m.
as regular Civil Service meeting dates for 2003.
A review of the activities of 2002 was given by Director Haynes. Listed below is a detailed list
